CONCEPTS CONSIDERED <br />Approach 1 <br />1. McKinley St. Extension - Project 4-1-1 <br />This project would provide a new local street connection between the City of Ramsey and the City of Anoka <br />through their respective industrial parks. The McKinley St. link would provide access to the railroad overpass <br />on Thurston Ave. for emergency responders and commuters and would also help stage improvements on <br />Highway 10 at both Thurston Ave. and Sunfish Lake Blvd.. <br />While most project partners feel this would be an important connection to make, this project was not supported <br />by the City of Anoka and therefore was not carried forward into the study recommendations as a future project. <br />2. North Frontage Road from Sunfish Lake Blvd to Anoka Tech - Project 4-1-2 <br />This frontage road concept would remove seven accesses from Highway 10 and redirect them to the local St. <br />network. Building this segment would provide connectivity from Sunfish Lake Blvd. to Main St. on the north <br />side of the highway. The frontage road could be accessed from Highway 10 via a right-in/right-out east of <br />Sunfish Lake Blvd as well as right-in/right-out access on Sunfish Lake Blvd.. <br />3. Extend Riverdale Dr East of Tungsten St; Remove Driveways on Eastbound Highway 10 between <br />Sunfish Lake Blvd and Tungsten St - Project 4-1-3 and Project 4-1-4 <br />In order to remove more driveway accesses on Highway 10, another frontage road could be constructed east <br />of Sunfish Lake Blvd. and south of the highway. This frontage road would provide local access to several <br />of the businesses and residences in that area and connect into Riverdale Dr.. The street would intersect <br />Highway 10 with a right-in/right-out. These projects could remove eight driveway accesses on Highway 10 <br />and redirect them to Riverdale Dr.. <br />The challenge with this area is that several properties have redundant access to both Highway 10 and either <br />Riverdale Dr. and/or Tungsten St.; other properties are not configured to access Riverdale Dr.. In addition, a <br />potential redevelopment opportunity exists in this area and Village Bank, owner of the site, has been active <br />in coordinating with the City of Ramsey on potential options for this area. <br />Because of the complexity of issues in this area, the project team conducted a meeting with business and <br />property owners in the Tungsten St. area to discuss frontage and backage road concepts and access in <br />general. Several property owners expressed support for frontage road concepts in this area. Two property <br />owners, west of Tungsten St., expressed openness to being purchased and relocated to allow for the frontage <br />road to connect to Riverdale Dr.. There were also several property owners that were not supportive of the <br />frontage road concept, citing loss of visibility and Highway 10 frontage as a primary concern. There were also <br />concerns raised for increased truck traffic on Riverdale Dr. and whether or not it is suitable. Area businesses <br />suggested making the frontage road a continuous route to Sunfish Lake Blvd by eliminating the T-intersec- <br />tion with Riverdale Blvd. Several options for connecting Tungsten St. to the frontage road were discussed. <br />There are multiple options for where the new local street could tie into Riverdale Dr. and the final location <br />will likely depend on the willingness of property owners to sell and relocate their business and potential re- <br />development opportunities for this area. In consideration of potential redevelopment options, three concepts <br />of different configurations of land use types and frontage road systems were developed (see Appendix E). <br />These were developed after the meeting with property owners for the city's consideration in moving forward <br />with a small sub -area study of this area.
