CONCEPTS CONSIDERED <br />Ave. intersection due to the new local connectively gained, which would help improve safety along <br />Highway 10 as well. <br />Approach 2 and 3 <br />1. High T at Thurston Ave. - Projects 5-2-1 and 5-2-2a <br />Similar to the High T options in Subareas 3 and 4, this concept would provide continuously flowing <br />traffic for both eastbound and westbound mainline Highway 10 traffic. Westbound traffic would bridge <br />over the signal below that would control the eastbound and southbound left turns. Eastbound traffic <br />continues to be at -grade but would be unsignalized. The north and south through movements along <br />Thurston Ave. as well as the northbound and westbound left turns would be prohibited. Ramps for <br />westbound exiting and entry would be provided. <br />The sequencing could be similar as well as Project 5-2-1 could be built first and 5-2-2a could be built when <br />needed to make eastbound traffic unsignalized as well. <br />2. Eastbound and Westbound Flyovers at Thurston Ave - Projects 5-2-1 and 5-2-2b <br />Similar to previous subarea discussions, both westbound and eastbound Highway 10 through traffic could <br />be elevated above Thurston Ave. on flyover bridges. Westbound could be built first by itself or both flyovers <br />could be built simultaneously, which could save money by not building as many retaining wall structures <br />and reducing bridge span lengths. <br />3. Thurston Ave. Overpass with Right-In/Right-Out - Project 5-3-1 <br />The third option in Subarea 5 to achieve both eastbound and westbound continuous flow along Highway 10 <br />would be to build a Thurston Ave. overpass. Vehicles would access Thurston Ave. and Highway 10 via right -in/ <br />right -out accesses on both sides of the highway. The project would realign Thurston Ave. to the south to tie <br />directly into the south frontage road system. This was designed since Cutters Grove Ave. dead -ends a few <br />blocks to the south. This project would provide a direct connection from the industrial park and the Anoka <br />Technical College to downtown. It would likely require the acquisition and relocation of Kmart and Kwik Trip. <br />The remnant of the Kmart site could be redeveloped. <br />HIGHWAY 10 ACCESS PLANNING STUDY 59 <br />
