NEXT STEPS / CONTINUED <br />PARTNERSHIP <br />NEXT STEPS / CONTINUED PARTNERSHIP <br />The Highway 10 Access Planning Study Recommendations are broadly supported by all partnering agencies, <br />including the Cities of Anoka and Ramsey, Anoka County, MnDOT, and the Metropolitan Council. Attached in <br />Appendix F are council resolutions stating support from both Cities of Anoka and Ramsey, and Anoka County <br />Board resolution. Also included are letters of support from MnDOT and Metropolitan Council. <br />Project partners must continue to work together to further plan, obtain funding, design, and implement the rec- <br />ommended improvements. All partners have an active role in implementing these improvements. All competitive <br />funding sources should be considered. Agencies should also update their comprehensive and transportation <br />plans to include these findings. Partners should also work with MnDOT to include the corridor in the next update <br />of the Congestion Management and Safety Plan (CMSP). <br />Next Steps On Immediate Priority Projects <br />There has been much discussion on next steps for the projects in the immediate priority classification. Below <br />is an overview of next steps and lead agency efforts that are needed to continue the momentum as well as <br />implement some of the key improvements. <br />Short Term Pedestrian Improvements In Anoka <br />A Municipal Agreement application was submitted by Anoka County for these improvements in the summer of <br />2014. At the time of this report, project awards have not been identified. The submittal did not include the trail <br />on the south side of TH 10 from Fairoak Avenue to Main Street. Anoka County should continue to work with the <br />City of Anoka to obtain funding and further project development for these improvements. <br />The City of Anoka intends on submitting a 2015 Municipal Agreement application for this connection. The City <br />should complete preliminary design in 2014 to identify the ultimate location of that trail so it aligns with future <br />plans around the Fairoak Avenue intersection as well as alongside the proposed frontage connection between <br />Fairoak Avenue and Main Street. <br />Greenhaven Parkway <br />The City of Anoka is the lead agency on this project. The City has been planning to make this connection along <br />with some redevelopment in this region of the community. The City should complete preliminary design of this <br />roadway and define the alignment. The City needs to continue discussions with the owners of the communica- <br />tion tower site to see if that is indeed a site that has served its useful life and could now be used for roadway <br />purposes. The City has $4.2 million in Tax Increment Financing (TIF) to acquire ROW and redevelopment starting <br />in 2017. Other potential funding sources could include a partnership with DEED, Municipal Agreement funds, <br />The City should plan for starting preliminary design in 2014 to develop a feasible vision and plans prior to 2017. <br />HIGHWAY 10 ACCESS PLANNING STUDY 107 <br />
