Commission Input

Motion by Commissioner Deemer and seconded by Commissioner Ebel, to schedule a joint
meeting with the City Council for August 15, 2002, at 7:00 p.m.

Motion carried. Voting Yes: Chairperson Vogt, Commissioners Deemer, Ebel, LaMere,
Milless, and Swanson. Voting No: None. Absent: Commissioners Bertzyk and Henke.

Commissioner LaMere inquired if there was a limit on public input.

City Attorney Goodrich replied that that is the discretion of the Chairperson. The Commission
could establish a policy if they so choose.

Chairperson Vogt stated that he has been consistent with allowing two to three minutes for
public input. He personally felt that he has been allowing a generous amount of time for public
input, but if residents feel otherwise he is willing to hear that.

City Attorney Goodrich stated that the Commission could establish a time limit before a meeting;
the key is not to be discriminatory.

Commissioner Deemer stated that his concern is not the time limit, but that citizens be given one
opportunity to present their view and facts and that is it. They should not be given another
opportunity to dispute someone else's facts.

ADJOURNMENT

Motion by Commissioner LaMere, and seconded by Commissioner Milless to adjourn the
meeting.

Motion carried.

The regular meeting of the Charter Commission adjourned at 10:30 p.m.

Respectfully submitted,

Nanci Libor
Clerk II

Charter Commission/July 18, 2002
