City Attorney Goodrich replied that a person would be brought on to fill the remaining term. <br />Motion by Commissioner Swanson, seconded by Commissioner Ebel, to accept Commissioner <br />Barry Childs resignation from the Ramsey Charter Commission. <br /> <br />Further discussion: Commissioner LaMere requested that the City send a thank you letter to Mr. <br />Childs for his time. <br /> <br />Motion carried. Voting Yes: Chairperson Vogt, Commissioners Swanson, Ebel, Deemer, <br />LaMere, and Milless. Voting No: None. Absent: Commissioners Bertzyk and Henke. <br /> <br />Chairperson Vogt stated that it was his understanding that the Commission has different options <br />for soliciting replacements. He inquired if it was possible to have someone from the Charter <br />review the applicants and make a recommendation to the Judge. <br /> <br />City Administrator Norman noted that the Charter Commission does not have to follow City <br />policy regarding appointment to Boards and Commission because the Charter is regulated by <br />State Statute. <br /> <br />City Attorney Goodrich stated that staff is looking for direction on how the Commission wants to <br />proceed. <br /> <br />Chairperson Vogt inquired if staff still had the letters from the last appointments. <br /> <br />City Administrator Norman replied yes. <br /> <br />Chairperson Vogt inquired if it was possible for the Commission to review those candidates. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Keith Kiefer, made the recommendation that the Commission take on the task of interviewing <br />the candidate~ and making the recommendation to the Judge. He felt that a case could be made <br />that there is a conflict of interest for the Council to appoint Charter Commission members since <br />the Charter Commission oversees how the City runs its business. He recommended that once the <br />Charter Commission has voted in a new Vice Chair that the Chair and Vice Chair review the <br />applicants and then make the recommendations to Judge Quinn. <br /> <br />Commissioner Ebel recommended an ad be placed in the Ramsey Resident. <br /> <br />Chairperson Vogt suggested that they elect a Vice Chair and then deal with how they are going <br />to handle filing the vacancy. He noted that he was uncomfortable with selecting a Vice Chair <br />because they did not have all of the Commission members present, but noted that they did have a <br />quorum. <br /> <br />Commissioner Swanson inquired as to what the responsibilities are of the Vice Chair. <br /> <br />Charter Commission/July 18, 2002 <br /> Page 4 of 22 <br /> <br /> <br />
