Chairperson Vogt replied that the primary responsibility of the Vice Chair is to fill in as <br />Chairperson when the Chair is absent. <br /> <br />Commissioner LaMere noted that the League of Minnesota cities states that a chairperson should <br />be well acquainted with polices and procedures and vice chair should have similar qualities. <br /> <br />Motion by Commissioner Milless, seconded by Commissioner Swanson, to appoint <br />Commissioner LaMere as Vice Chair on the Ramsey Charter Commission. <br /> <br />Further discussion: Commissioner LaMere noted that she was going to make the <br />recommendation that Commissioner Milless be Vice Chair because she felt she has provided a <br />lot of knowledge to the Commission. Commissioner Milless replied that she felt that <br />Commissioner LaMere had more experience. Commissioner LaMere stated that she would be <br />willing to accept the appointment. <br /> <br />Motion carried. Voting Yes: Chairperson Vogt, Commissioners Milless, Swanson, Deemer, and <br />Ebel. Voting No: None. Absent: Commissioners Bertzyk and Henke. Abstained: <br />Commissioner LaMere. <br /> <br />Chairperson Vogt stated that they need to determine how they are going to handle filling the <br />vacancy. He recommended that the Chair and Vice Chair review the applicants and make a <br />recommendation to the Judge. He requested that a notice be placed in the City newsletter and the <br />Anoka Union. <br /> <br />City Attorney Goodrich noted that the Ramsey Resident wouldn't be going out for two months. <br />He stated that they could advertise the vacancy in the Anoka Union, on the City's website, as well <br />as on Cable TV. He inquired if the Commission wanted the Chair and Vice Chair to conduct the <br />interviews. <br /> <br />Chairperson Vogt replied that he would recommend that the Chair and Vice Chair review the <br />applications and make three recommendations to the Judge. <br /> <br />Commissioner Ebel inquired as to how the process had been handled in the past. <br /> <br />Chairperson Vogt replied that the Commission has handled it in different ways. Typically he <br />would like to see either the Chair and Vice Chair review the letters and make a recommendation <br />to the Judge or a couple members of the Charter Commission. <br /> <br />City Administrator Norman noted that there is a time frame that the Charter needs to address the <br />issue otherwise it becomes the responsibility of the Council. <br /> <br />City Attorney Goodrich noted that the Judge is recommending that members of the Charter <br />Commission conduct the interviews and then make three recommendations.
