Council recessed at 9:20 p.m. <br /> <br />Mayor Hei~an called the meeting back to order at 9:35 p.m. <br /> <br />Consideration Of ._The Use Of A Consent Agenda: <br /> <br />City Attorney Goodrich stated that a consent agenda is a method of <br />speeding up council meetings and includes those routine case items that do <br />not require discussion. One motion will approve all case items on the <br />consent agenda; that motion can also delete a case(s) frc~ the consent <br />agenda. <br /> <br />Councilm~ber Cox stated that he thinks the consent agenda often times <br />puts the council meeting audience in a position of not knowing what is <br />being acted on and it does not give proper respect to all issues. Council- <br />m~mber COx stated that Council coming to the meeting prepared to act would <br />speed up the meeting. Resolution waiving did sl~ up the process but that <br />has been resolved. ~he Mayor's reading of each case introduction is also <br />time consuming. <br /> <br />Mayor Heitman agreed and stated that his reading of the case introduction <br />is an effort to enlighten the audience as to what is up for discussion and <br />action. <br /> <br />Mayor Hei~an stated that he would like Mr. Schnelle and City Attorney <br />Goodrich to prepare a list of case types in Ramsey that could typically <br />be placed on a consent agenda and su~it it to Council for discussion. <br /> <br />Councilm~ber Reimann stated that Council members should come to the <br />meetings prepared to act and any case discussion should be brought about <br />by way of a motion. <br /> <br />Recall Petitions For Councilmember$ Cox, sort. eberg a~d <br /> <br />Motion by Councilm~ber Schlueter and seconded by Mayor Heitman to receive <br />the recall petitions for Councilm~mbers Arnold Cox, Allen Sorteberg and <br />Gary Reimann. <br /> <br />Further Discussion: Mr. Schnelle stated that it is not necessary to <br />receive the petitions by motion. <br /> <br />Councilm~ber Schlueter withdrew her motion and Mayor Heitman withdrew his <br />second to the motion. <br /> <br />Council noted receipt of recall petitions for Councilm~bers Arnold Cox, <br />Allen Sorteberg and Gary Reimann. <br /> <br />Request For Off-Sale Liauor License: Case Of Mr. George Wilcox; <br /> <br />Council unanimo,~ly waived the reading of the resolution. <br /> <br />September 10, 1985 <br /> <br />Page 7 of 11 <br /> <br /> <br />
