Voting No: None. <br /> <br />1986 Communit_v School Budget: <br /> <br />Council noted receipt of proposed 1986 community school budget. <br /> <br />Discussion Regarding Board Of Adjustment: <br /> <br />Mayor Heitman stated that requests for variances to accessory building <br />size are becoming very time consuming for Council; it should be defined <br />what will be acceptable, modify the ordinance accordingly and enforce it. <br />If the City is going to continue with the variance process, it should be <br />by a recommendation from Planning and Zoning or by a Board of Adjustment <br />meeting separate from the Council meeting or by a separate Board of <br />Adjustment Commission. <br /> <br />Council reviewed a survey prepared by Ms. Norris regarding accessory <br />building size limitations in other cities. <br /> <br />Council discussed various ways the ordinance could be modified. Mr. <br />Schnelle pointed out that the ordinance should also address accessory <br />buildings in urban areas. <br /> <br />Council tabled further discussion of this issue and directed City Staff to <br />send a letter to those request for variance applicants currently on 'hold' <br />informing them that City is in the process of reviewing that ordinance <br />regarding accessory building size. <br /> <br />~Discussion Of Enforcement Of Ordinances (i,e,, Motor <br /> Vehicle/~Operation Of Businesses With License$/Acce$$ory <br /> Strgctures): <br /> <br />Mayor Heitman stated he is receiving complaints from citizens regarding <br />properties containing a number of junk cars; why isn't the ordinance being <br />enforced? <br /> <br />City Attorney Goodrich stated that enforcement has been selective and <br />based on formal complaints; to do otherwise would require the hiring of a <br />Community Services Officer. Mr. Goodrich stated that citizens can contact <br />Ms. Norris at City Hall i~ they have a complaint; Ms. Norris will notify <br />the property owner in violation; if the matter is not resolved, the <br />complainant can sign a formal complaint issued by the City Attorned and <br />the matter will go to court. <br /> <br />Mr. Schnelle stated that this issue needs to be addressed for the urban <br />area also by way of convenances. <br /> September 10, 1985 <br /> <br />Page 6 of 11 <br /> <br />· i · <br /> <br /> <br />
