Motion by Councilm~ber Cox and seconded by Councilm~ber Reimann directing <br />City Staff to prepare a letter to County Cc~missioner Haas and the County Board <br />of Review requesting that they review Ramsey's Board of Review action regarding <br />property valuations for certain Ramsey businesses and support that action; <br />further, to request that the procedure in which this matter reached the State <br />Board of ~qualization be researched and a determination be made as to it's <br />appropriateness. <br /> <br />Motion carried. Proposal For Landfill Impa_ ct On Market Values - <br /> <br />Mayor Heitman brought up the following concerns with the proposal <br />for a Landfill Impact On Market Values Study: Section I.A should <br />include the criteria for determination; Section I.C implies that the <br />preparer of the study should have expertise in geoloqf and hydrology; <br />Section II.A should have included some other cities that also host <br />landfills; Section II.A should have called for a broader base of <br />residential since 85% of Ramsey's tax base is residential; Section <br />II.D concentrates on commerical and should include residential. In <br />summary, Mayor Heitman stated that the study cannot be clear and <br />concise without spelling out the criteria. <br /> <br />Ad Hoc Landfill Committee m~ber A1 Pearson was present and stated <br />that there is sc~e conflict regarding whether or not the landfill <br />has affected property values and saleability; the intention is to get <br />an official, objective study of the issue. <br /> <br />Councilm~mber Sorteberg stated that he doesn't think including other <br />cities in the study would make for a valid comparison; the <br />comparisons should be restricted to properties within the City. <br /> <br />Mayor Heitman stated that it is obvious that a lot of effort was put <br />into the proposal, but if it is approved and bids come in, he will <br />review the bids in terms of data offered rather than lowest bid. <br /> <br />Ad Hoc Landfill Committee m~ber Fountain and Mr. Schnelle suggested <br />approving the proposal as written; if no bids come in, the proposal <br />can be modified to be more specific. <br /> <br />Motion by Mayor Heitman and seconded by Council~ber Cox to adopt <br />Resolution ~85-170 approving a draft proposal to engage a consultant <br />to do a study on the Anoka Landfill's impact on market values on <br />developed residential areas, commercial/industrial areas and platted/ <br />unplatted lands (residential/commercial).
