Motion Dy Mayor Heitman and seconded by Councilm~ber Reimann to: 1) Table modifying the Development Program for DeveloI~pent District No. 1 and modifying the Tax Increment Financing Plan for Tax increment Financing District No. 1; 2) Direct City Planner Anne Norris to research policies other cities have in place by which developers request assistance through tax incr~rent financing; 3) Request that EDC schedule their October 9 ~eeting in the evening in order that Council and EDC may jointly meet to review the results of Ms. Norris research; 4) Request that the modification of the Develot~pent Program and the Tax Increment Financing Plan be placed on the October 22 Council agenda. Further DiScussion: Council~a~ber Cox stated that M&S request should not be prolonged any longer than necessary; Council should schedule a special meeting immediately after the October 9 EDC meeting to act on the modification and respond to M&S's request. Motion by Council~ber Cox and seconded by Councilmember Sorteberg to amend the motion to include that a special meeting of the City Council be scheduled to follow the October 9 EDC meeting in order to act on the proposed modification to the Develo~ent Program and Tax Increment Financing Plan and M&S's request for financial assistance. Amendment carried. Voting Yes: Councilmembers Sorteberg, COx and Reimann. Voting No: Mayor Heihran and Councilm~rber Schlueter. Motion carried. Voting Yes: Mayor Heit~an, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Council requested that the special Council meeting for October 9 be scheduled for 8:30 p.m. B. Request From M & S Develo_~ent Regarding Use Of Tag Increment Financing: Refer to Item 3 .A above for action taken. Council recessed at 9:04 p.m. Mayor Heit~an called the regular Council meeting back to order at 9:15 p.m. Case ~4: Discussion Regarding Enforcement Of Ordinances; Mr. Goodrich stated that recently the City has denied a variance to accessory structure size and tabled 2 or 3 other requests in order to allow time for the City to consider the ordinance. Mr. Goodrich stated that+he City has not heard frc~ those applicants that were tabled, but frc~ a legal standpoint the City would be better off to grant those requests, review the ordinance and start fresh. Motion by Mayor Heitman and seconded by Councilmember Schlueter, for discussion, that the tabled requests for variance to accessory structure size be approved; that Council meet with Planning and Zoning on October 1 at 6:30 p.m. in order to determine what modifications may be appropriate to the September 24, 1985 Page 12 of 21
