Motion by Councilmember Reimann and seconded by Councilmember Cox directing City <br />Staff to schedule a joint meeting between City Council and Personnel Committee <br />on Thursday, October 10, 1985 during the special Council meeting in order for the <br />Personnel Committee to gain Council's direction and input regarding the job <br />description for filling the position of City Administrator/Clerk.. <br /> <br />Further Discussion: Councilmember Cox stated that the joint meeting would be a <br />good opportunity to rev±ew other staffing policies as well. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann, <br />Cox and Schlueter. Voting No: None. <br /> <br />Case #6: Reimbursement'Of Variance Fee To'Mr. Edwin'Christop~erso~, 7121 175th <br /> AvenUe NW: <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to approve of <br />adopting Resolution #85-201 authorizing the refunding of $90.00 to Mr. Edwin <br />Christopherson, 7121 - 175th Avenue NW. (PLease refer to resolution file for <br />Resolution ~85-201). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Case #3: Mr. Wes Bulen'Regard~ng Proposed'Golf Course Storm Drainage Costs: <br /> <br />Mr. Dom was present representing Mr. Wes Bulen and Rum River Hills. Mr. Dom <br />stated that by the Rum River Hills plat the developer is responsible to accomodate <br />run-off. The Super Valu area, the proposed new shopping center area and a substantial <br />portion of Barthels naturally drain through the Rum River Hills plat. The developer <br />has constructed an extensive sys{em of ponds and ditches to accomodate all of that <br />run-off at a total cost of approximately $450,000. These particular property owners <br />have been approached but do not wish to assist in the cost of the drainage system. <br />The developer of Rum River Hills will be providing drainage easements to the City <br />by gift and is requesting the City to reimburse the sume of $3500 and accept <br />responsibility for an additional $1000 for the finishing touches on the system. <br /> <br />Councilmember Reimann inquired if the City Engineer is satisfied with the <br />construction and if the City can assess benefitted property owners in the future. <br /> <br />Mr. Raatikka stated that he is satisfied with the construction and the City does <br />not have the authority to assess-other benefitting property, owners. The only <br />way the benefitted property owners, could be assessed is to conduct a public <br />hearing and the project could be petitioned against. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to adopt <br />Resolution #85-202 authorizing reimbursement to Mr. Wes Bulen in the amount of <br />$4,500.00 for drainage construct±on costs. (Please refer to resolution file for <br />~esolution #85-202). <br /> <br />Further Discussion: Councilmember Cox stated that maybe the City should review <br />the construction more carefully before making a commitment. Councilmember <br />Reimann replied that if this area develops drainage problems, the City can make <br />modifications, and assess the property owner. Mr. Raatikka noted that without <br />the construction already done by the developer, there would be 2-3' of standing <br />water in Barthels.
