Councilmember Cox stated that Mr. <br />Ippel~s request is-reasonable but any motion made should be with the <br />clarity that the action taken does not preclude any final decision by <br />Council regarding airport development; Council can adopt the master plan <br />and still have a joint meeting with the Airport Commission to gain more <br />information. Mayor Heitman restated his motion. <br /> <br />Mayor Heitman called for a roll call vote: <br /> <br />Councilmember Cox - Nay. <br />Councilmember $orteberg -Naye <br />Councilmember Reimann -Naye <br />Mayor Heitman - Aye <br />Councilmember Schlueter - Aye <br /> <br />Motion failed. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to <br />adopt Resolution #85-198, amended as follows, adopting the Master Plan <br />Study for Gateway North Industrial Airport~ (Please refer to resolution <br />file for Resolution #85-198). <br /> <br />Add Item (3) to the resolution - 'Adoption of this Master Plan <br />does not signify that the City will or will not be proceeding <br />with the airport project and no further expenditures on this <br />airport project can be made until such time as City Council <br />specifically authorizes it.' <br /> <br />Further Discussion: Mayor Heitman inquired if it is necessary for <br />Ramsey to adopt the master plan in order to get reimbursement from the <br />State. Mr. Goodrich stated that he doesn't know if reimbursement <br />is contingent upon adoption, but adoption does imply a stronger pro <br />action. Mayor Heitman inquired if adoption kicks into other expenditures. <br />Mr. Ippel replied that it does not; initiation of Phase II of the <br />contract requires Council approval. Mr. Ippel stated that Phase II <br />has. been contracted for and funding has been authorized but it takes <br />Council approval to proceed with it.
