answered in an open forum, and as far as he is concerned, the public
hearings were for the citizens. Councilmember Cox stated that Mr.
Ippel~s request is-reasonable but any motion made should be with the
clarity that the action taken does not preclude any final decision by
Council regarding airport development; Council can adopt the master plan
and still have a joint meeting with the Airport Commission to gain more
information. Mayor Heitman restated his motion.

Mayor Heitman called for a roll call vote:

Councilmember Cox - Nay.
Councilmember $orteberg -Naye
Councilmember Reimann -Naye
Mayor Heitman - Aye
Councilmember Schlueter - Aye

Motion failed.

Motion by Councilmember Reimann and seconded by Councilmember Cox to
adopt Resolution #85-198, amended as follows, adopting the Master Plan
Study for Gateway North Industrial Airport~ (Please refer to resolution
file for Resolution #85-198).

Add Item (3) to the resolution - 'Adoption of this Master Plan
does not signify that the City will or will not be proceeding
with the airport project and no further expenditures on this
airport project can be made until such time as City Council
specifically authorizes it.'

Further Discussion: Mayor Heitman inquired if it is necessary for
Ramsey to adopt the master plan in order to get reimbursement from the
State. Mr. Goodrich stated that he doesn't know if reimbursement
is contingent upon adoption, but adoption does imply a stronger pro
action. Mayor Heitman inquired if adoption kicks into other expenditures.
Mr. Ippel replied that it does not; initiation of Phase II of the
contract requires Council approval. Mr. Ippel stated that Phase II
has. been contracted for and funding has been authorized but it takes
Council approval to proceed with it. Councilmember Cox stated that one
of his concerns is what the industrial and commercial tax base is in an
industrial park with an airport versus one with sewer and water, taking
into consideration that there is no development allowed in the clear
zones of an airport.

Mayor Heitman called for a roll call vote:

Councilmember Sort.berg - Aye
Councilmember Cox - Aye
Mayor Heitman - Aye
Councilmember Reimann ~ Aye
Councilmember Schlueter - Aye

Motion carried.

October 8, 1985
