Councilmember Schlueter~nqn~ed as to what adopting tbs plan will <br />put into motion. <br /> <br />Mr. Ippel stated that Council's adoption of the plan will forward <br />the plan to the reviewing agencies; adoption of the plan does not <br />obligate Ramsey to anything further at this point in time; the <br />adopted plan will be used as a vehicle for further study. <br /> <br />Mayor Heitman stated that he would prefer to use the word 'receive' <br />rather than adopt and make some modifications to the resolution. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Schlueter, for <br />discussion, to adopt Resolution #85-198,:~amended.~as follows, receiving <br />the Mater Plan Study for Gateway North Industrial Airport. (Please <br />refer to resolution file for Resolution #85-198). <br /> <br />Change the 3rd paragraph to read: 'Whereas, the Master Plan <br />has been received by both the Ramsey Airport and Economic <br />Development Commissions.' <br /> <br />2e <br /> <br />Change Item (1) to read as follows~ 'That the City Council of <br />the City of Ramsey hereby receives the Master Plan Study for <br />the proposed Gateway Industrial North Airport.' <br /> <br />Change ~tem '(2) to read as follows:'That the received Master <br />Plan will serve as a base for future airport studies should <br />the City Council choose to pursue development of Gateway <br />Industrial North Airport as a municipal airport.' <br /> <br />3. Add an Item (3) as follows: 'No further expenditures will <br /> be made until such time that Council makes that decision.' <br /> <br />Further Discussion: Mr. Schnelle stated that the City did enter into <br />a contract for the Airport Master Plan study; money has been expended <br />to do that plan and unless Council has a problem with the plan itself, <br />Council almost has to adopt it because the State also has funds vested <br />in the study; adoption of the plan is not committing the City to an <br />airport; by adopting the plan, Counc±l is stating~.~hat the plan is <br />complete; developing the airport is a separate issue. Mayor Heitman <br />stated that adopting the plan implicates continuance; will not buy into <br />that until some questions are answered; want a joint meeting with the <br />Airport Commission to get some of those questions answered. Mr. Ippel <br />stated that adoption of the resolutions does not obligate the City to <br />spending one more dime; the Airport Commission was directed by Council <br />to come up with an airport master plan to see if a municipal airport is <br />feasible in Ramsey. Mr. Ippel stated that the Airport Commission has <br />conducted joint meetings with Council, has conducted public information <br />and hearing meetings; the opportunity to gain information has been there. <br />Mr. Ippel stated that now it is a matter of accepting or rejecting the <br />plan; if it is accepted, it is sent to the reviewing agencies and it is <br />their notice that Ramsey has adopted the master plan and it is the plan <br />to be used in further studies. Mr. Ippel stated that adopting the plan <br />does not give permission to initiate Phase II, which has been contracted <br />for and funded.
