Voting No: None.

Case #3: Drainage Problems:

City Engineer Raatikka stated that Council direction to him on October 8 was to
research the possibility of pumping in Ramsey to alleviate some of the drainage
problems and report back to Council with price quotes and effectivityof .pumping.

Mr. Raatikka distributed prices quotes from 3 firms for pump and pipe rental.

Mr. Raatikka stated that he feels pumping would do some good but there is'a large
volume of water to be pumped and in some instances, there is no place to pump the
water to. Mr. Raatikka proceeded to review with Council those areas designated
as having water problems and submitted his recommended solutions for each.

Council proceeded to review prices quotes for renting pumps and pipes versus
purchasing a pump and/or renting pipe.

Mr. Raatikka noted that the County Ditch in the vicinity of 163rd and Variolite
needs cleaning out all the way to the river; there is also a damn that should be
blasted out.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing
City Engineer, Public Works Superintendent and Councilmember Reimann take steps
to purchase a pump at a cost not to exceed $5000.00 for the purpose of relieving
water drainage problems in Ramsey immediately.

Further Discussion: Councilmember Cox stated that he would appreciate it if these
3 persons check around on pump prices. Mayor Heitman requested that these persons
evaluate the equipment and not be penney wise and pound foolish. Ms. Bancroft
was present and stated that there is also a health problem because of water coming
into her home and asked what will be done about that. Mayor Heitman stated that
he will not address that issue this evening. Ms. Bancroft stated that she has
no heat and hot water and she can't wait another week; Mr. Mevissen did the best
he could to pump her basement and it still left 2-3" of water; stated that she
will request Channel 11 new media to come out to Ramsey.

Motion carried. Voting No: None.

Motion by Councilmember Cox and seconded by Mayor Heitman authorizing City
Engineer, Public Works Superintendent, Councilmember Reimann and any other
councilpersons to research the most viable method to secure piping (purchase new,
purchase used, rental or loan).

Further Discussion: Mayor Heitman suggested that the motion put a cap on the
amount of money to be spent on securing piping. Councilmember Cox stated that
putting a cap on the amount would be difficult to do. Mayor Heitman requested
that Councilmember Reimann poll Council if he sees that the cost of securing
piping is becoming excessive.

Motion carried.
