Mr. Raatikka stated that he would pump the most critical areas first and inquired <br />as to hours he can pump. <br /> <br />Councilmember Cox suggested around-the-clock pumping with citizen volunteers <br />monitoring the pump. <br /> <br />Mrs. Back <br />areas. <br /> <br />- 5940 159th Lane - Inquired if his property is on the list of problem <br /> <br />Mr. Raatikka replied that it is but stated Mr. Back's situation is a case of <br />where the overflow goes into the County Ditch that is backed up. <br /> <br />Mrs. Back asked if she should invest in drain tile to solve her problem. <br /> <br />Dr. Hartman of Anoka West Pet Hospital stated that he has had a lot of water <br />problems; had the basement water proofed; it flooded again; DNR says this is <br />a natural cycle and nothing will solve the problem unless you pump the water <br />clear to ~e river. <br /> <br />Mayor Heitman stated that the only solution is to pump now to make homes viable <br />for the winter; there has to be a more permanent system in the future. <br /> <br />Ms. Bancroft asked who pays for the permanent system; she can't afford it; she <br />will get the media back to Ramsey in order to get some action out of the City. <br />Ms. Bancroft inquired as to who let her build her home on that property in 1978. <br /> <br />Councilmember Cox stated that the presence of the media did not provoke any <br />action on Council's part. <br /> <br />Council recessed at 8:59 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 9:18 p.m. <br /> <br />Councilmember Schlueter stated that people are asking her if the City will be <br />installing a permanent drainage system in the future and assessing for it. <br /> <br />Councilmember Sorteberg stated that the people would have to petition for it. <br /> <br />Councilmember Schlueter replied that the City can authorize the installation of <br />a drainage system if there is a health hazard. <br /> <br />Mayor Heitman stated that: 1) The City has to prevent the population in trouble <br />from getting larger; Council has asked Staff to inventory problem properties <br />that are recorded as buildable lots. 2) The City has to work with those that <br />already have a problem; Council arrived at a temporary solution this evening and <br />is counting on the engineer that these temporary solutions do not create problems <br />for other people. 3) City needs a final solution which involves money, people <br />and time. <br /> <br />Councilmember Cox stated that the request to review buildable lots may result <br />in changing the requirements for build±ng. In the past we had parcels that <br />were not necessarily under water but were built on with some modifications; <br />that is why we are in trouble now; based on perc tests in dry years, those <br />parcels qual~f±ed for building.
