Mr. Jim Battenberg inquired as to ths co$~t of a permanent drainage system and
will it just be for ths'lowlands or for ths'entire City.

Mayor Heitman stated that he cannot address that issue at this time; Mr. Battenberg
can get those answers from the City Engineer.

Mrs. Back stated that the pond in her area does not flow into anything and inquired
as to what she should do; she pumps her basement to the pond and it flows right
back into the house.

Mayor Heitma~ suggested that Mrs. Back take some preventive action to correct the
problem. Mayor Heitman stated that he will not address technical questions and
will not have the City Engineer do so; it leads to a legal cycle.

Mrs. Back inquired if the City will pump the pond.

Mayor Heitman replied that the City will try prevent the problems, if the City can.

Councilmember Cox stated that the City cannot guarantee solving all the problems
but will try to alleviate as many problems as possible with the equipment the
City will have in the near future. Council will not give direction to have the
City pumping homes all the time; homeowners must take some of the responsibility.

John Delameter - 15030 - Asked what the City's recommendation would be to the
homeowners for a solution.

Mayor Heltman stated that Council and Staff cannot make any recommendations; it
would be a legally binding statement.

Dr. Hartman stated that pumping the area of 149th could add to his water problems.

Mayor Heitman replied that the City is watching that situation very closely.

Councilmember Cox requested that City Engineer contact the County about property
on the east side of the Huseby property, which is currently a County park, to see
if a swail can be put there to drain water to the river.

Council requested that City Engineer develop a plan and schedule for those areas
to be pumped; supply Council with a copy of that plan and schedule; post a copy
of the schedule at City Hall; notify those properties that the City cannot help
by letter.

Mr. Glen Zettervall - Stated that his area is not proposed to be pumped; there is
no place to pump the water; this has been an ongoing problem since April; will
the City provide us a place to pump water to.

Councilmember Cox stated that the City will request that DNR blast the damn at
Trott Brook.

Mr. Darryl Fults - Lot of people in Ramsey are pumping and will continue to do so
if the City provides a place to pump to.

Case #6: Poles For Lighting At Central Park:

Mr. Raatikka stated that Elk River Concrete has some concrete poles for sale.

October 10, 1985
