Declare an emergency and pass an emergency ordinance which would <br /> allow Council to grant the request. <br /> <br />Ms. Bancroft stated that her flooding situation is caused by something beyond <br />yer control and she is requesting that the City provider her with a temporary <br />mobile home to live in, at the City's expense, as her husband is without a <br />job and they are currently existing on AFDC funds. <br /> <br />Mr. Goodrich stated that he did not understand that the Bancroft's wanted the <br />City to provide the mobile home; that he doubts the City has the right to <br />establish a private residence. <br /> <br />During the discussion that ensued Mrs. Bancroft confirm~d'~that the City Public <br />Works Department did follow Council direction and pump her basement but she <br />did not have a working pump to continue the operation and the County will not <br />provide her with a pump. <br /> <br />Irene Beberg - 7411 152nd Avenue - Stated that when this area was blacktopped, <br />the absorption rate was not figured correctly; can the ponding area be dredged <br />out? Ms. Beberg also stated that she has heard that some of this area was <br />swamps that were filled and built on. <br /> <br />Mrs. Peterson ~ 7351 151st Avenue ~ Stated that when the City recently pumped <br />this area, the pond was only lowered 1-1/2' and that is not enough. <br /> <br />Mayor Heitman stated that the City Engineer could only remove as much water <br />as another area could receive; we do not want to create an additional water <br />problem in the receiving area. <br /> <br />Mr. Goodrich stated that the City intends to return to this area to do more <br />pumping but there were other areas that also needed some immediate attention. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox to deny <br />Mr. and Mrs. Bancroft's request for the City to provide them with a temporary <br />mobile hone as a dwelling. <br /> <br />Further Discussion: Councilmember Cox stated that he doesn't believe that <br />this Council made any commitment to keep the Bancroft basement dry~ Ms. Beberg <br />inquired if anybody has explored whether or not there are Federal funds <br />available for situations like this. Mr. Goodrich replied that the Bancroft's <br />have been in touch with Senator Boschwitz' office and that office contacted <br />him and they are exploring what funds are available; they did not think that <br />the outlook was good unless it is a disaster area. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Mayor Heitman stated that the Bancroft's still have the opportunity to apply <br />for temporary mobile hone through an emergency ordinance but it will not be <br />provided at the City's expense; the Bancroft's have the option to have the City <br />re-pump their basement once they have secured a working pump of their own to <br />continue the operation; the Bancroft's could also consider moving their heating <br />unit and hot water heater to an elevation that is away from the moisture. <br /> <br />October 28, 1985 <br /> Page 2 of 4 <br /> <br /> <br />
