Case #2: <br /> <br />Authorize City To Enter Into Joint Powers Agreement With The City <br />Of Silver Bay For Industrial Revenue Bond Allocation; Case Of Food <br /> <br />'N' Fuel": <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to approve <br />the proposed joint powers agreement between the City of Ramsey and the City <br />of Silver Bay for Industrial Bond allocation. <br /> <br />Further Discussion: Mr. Goodrich stated that the original draft of the pro-. <br />posed resolution has been amended to include the following statements: "Whereas <br />Gregory Johnson, David Brandt and Kenneth Pederson are to be the ultimate <br />recipients of the $350,000 for which the Industrial Revenue Bonds are being <br />issued, which funds will be used for the Food-n-Fuel project.' '3) That this <br />resolution is adopted contingent upon the ultimate recipients indemnifying, <br />in writing, the City for those obligations the City accepts by executing the <br />Joint Powers Agreement referred to above between the City and the City of <br />Silver Bay.' Mr. Goodrich stated that a lot of cities borrow their industrial <br />revenue bond allocation out for something in return and in this case it appears <br />to be ~3500, which is paid by Food-n-Fuel; it is not costing Ramsey anything. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. V6ting No: None. <br /> <br />Motion by C~uncilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #85-217 authorizing the execution of a joint powers agreement <br />between the cities of Ramsey and Silver Bay regarding a transfer of <br />industrial revenue bond allocation. (Please refer to resolution file for <br />Resolution #85-217). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Council recessed at 8:12 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 8:23 p.m. <br /> <br />Case #3: Discussion Regarding City Administrator's Position: <br /> <br />The Council proceeded to discuss the qualities they feel Ramsey's new City <br />Administrator should possess. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Cox directing <br />the City Attorney to schedule a special Council meeting for November 14, 1985 <br />commencing at 7:00 p.m. and to request that the following applicants for the <br />position of City Administrator be present at that meeting for interview <br />purposes; further, that each interview will be scheduled at one-half hour <br />increments and that there is the potential for Council to come to a decision <br />at this same meeting. <br /> <br />Kenneth Huber <br />Dave Hartley <br />Robert Haarman <br />Thomas Manninen <br /> <br />Motion carried.
