Mr. Bordner stated that his firm feels that the most cost effective way for <br />Ramsey to approach this Landfill Impact Market Study is to utilize assessing <br />records; separate appraisals would probably not yield better conclusions but <br />would cost a lot more. Bordner's reports are very graphically oriented <br />which provides for better communication of the results. Bordner is currently <br />preparing a study for 3M on an environmentally sensitive piece of property to <br />determine that property's potential for future use and to what extend the <br />environmental problems that exist will affect that property's future use. <br />Regarding the request for a comparison of Ramsey to other selected communities, <br />don't see how the results of the comparison would have any bearing when there <br />are so many variables between communities; open to negotiations on which <br />communities will be used in the comparison and suggest that the city,kselection <br />be based on comparable home values. <br /> <br />Mr. Scheftel stated that a better procedure would be to document house values <br />to use as a baseline for future reference; those values can be referred to in <br />the future to determine if there is a relative change that can be said to be <br />tempered by the landfill. <br /> <br />Councilmember Cox inquired if Bordner sees any impact on the maximum mortgage <br />capabilities or legal ramifications to the City in the event of a negative <br />study resulting. <br /> <br />Mr. Bordner replied that he is not qualified to answer the question. <br /> <br />Mayor Heitman referred to 'Client Responsibility' in Bordner's proposal and <br />inquired as to a time estimate for involvement of City individuals. <br /> <br />Mr. Scheftel replied that City individual involvement would amount to about <br />2-3 hours. <br /> <br />Mayor Heitman inquired if Bordner has any concerns with respect to the <br />validity of the study. <br /> <br />Mr. Scheftel stated that not all of the report will be based on subjective <br />information and he has no doubt that it will stand up to scrutiny. <br /> <br />Council recessed at 7:42 p.m. <br /> <br />Mayor Heitman called the special Council meeting back to order at 7:49 p.m. <br /> <br />John Ber~y and Orlyn Miller, Wehrman Consultants Associated - <br /> <br />Mr. Bergly stated that Wehrman's basic premise is that there be a coordinated <br />effort to develop comparable properties prior to beginning the valuation <br />process; that the manner in which appraisal information is released is by <br />written authorization, particularly on business properties; and that the <br />final product will be presented in a professional approach with graphics <br />and concise portions of text. Another possibility of the proposal would <br />be to provide an audio/visual presentation of the report for future use. <br />Wehrman wants to approach the study with an open mind, not trying to prove <br />or disprove anything. Wehrman's major concern is that the information <br />documented in the report be in a valid, useable form that can't be attacked <br />without being able to defend it. <br /> <br />October 29, 1985 <br /> Page 2 of 4 <br /> <br /> <br />
