Mr. Miller referred to the request for a comparison with other communities <br />and stated that Wehrman feels more comfortable with, but.not solely with, <br />emphasizing internal comparisons. <br /> <br />Councilmember Schlueter noted that Wehrman's proposal does not included an <br />involved water pollution impact study. <br /> <br />Mr. Bergly stated that Barr Engineering has been studying water pollution <br />problems for years and still does not have answers; the proposal can be <br />modified to include that information. <br /> <br />Council recessed at 8:35 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 8:47 p.m. <br /> <br />Dan Wilson and Jim Christensen, Wilson Management Services - <br /> <br />Mr. Wilson stated that the strength of their proposal is in the team of <br />professionals that have been assembled to prepare the study -- a study that <br />will withstand scrutiny. However, there is some concern that parts of what <br />Ramsey is requesting will not withstand scrutiny, i.e., comparing Ramsey to <br />other communities. It is Wilson's recommendation that Ramsey begin to prove <br />property devaluation due to landfill Un the immediate area; after it has been <br />established that there is an impact locally, you can branch out. The problem <br />with comparing Ramsey to other communities is that you might spend more time <br />explaining how Ramsey compares to a selected community. It is Wilson's <br />recommendation to redesign this section to look at communities in Anoka <br />County and compare initial valuation to resale value and the relationship <br />between the two in terms of distance from the landfill. <br /> <br />Case #3: Request For City-Wide Mailer And Presence Of City Engineer And City <br /> Attorney At November 13, 1985 Public Hearing Regarding Landfills: <br /> <br />Mr. DeLuca stated that the Environmental and National Resources Committee is <br />conducting a series of public hearings throughout the State and the one to be <br />held in Ramsey will deal with landfills. Requesting Council approval to a <br />City-wide mailer advertising the public hearing to be held on November 13 at <br />Ramsey Elementary School and authorization for the City Engineer and City <br />Attorney to be present at that hearing representing Ramsey. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Schlueter <br />authorizinq the maximum expenditure of $150 to advertise the November 13 <br />landfill public hearing in the Anoka Shopper. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />and..Schlueter. Voting No: None. Absent: Councilmember Reimann. <br /> <br />Motion by Councilmember Cox and seconded by Mayor Heitman authorizing the <br />City Attorney and City Engineer to attend the November 13 Landfill public <br />hearing and to make a Council/Landfill Ad Hoc Committee approved presentation <br />at that hearing. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and <br />Schlueter. Voting No: None. Absent: Councilmember Reimann <br /> <br />Mayor Heitman informed all three bidders that Council will probably make a <br />decision at their meeting scheduled for November 6. <br /> <br />October 29, 1985 <br /> Page 3 of 4 <br /> <br /> <br />
