Mr. Ippel - Replied that it is difficult to identify the ~otential tax revenue
that would be generated in that area that would be consured by airport
develo~rent without knowing the type of businesses that would be developed; it
is hoped that the airport would attract high valuation businesses to the City
which is better than the types of businesses that are developing in that area
currently (low valuation business that consure a lot of area). Mr. Ippel also
noted that airports do generate revenue through FBO, leasing, hangar rental,
tie downs, ta~es, etc.

Councilm~rber Rei~ann - Inquired about the relocation of Cry. Rd. #116.

Mr. Ippel - Replied that the County C~rmissioner Haas and Mr. Bud Redepenny
have stated that the relocation of Cty. Rd. #116 would have to be by AIP and
City funds; County will not participate.

Mayor Heitwan - Stated that the waster plan objective stated on page 1-1 is for
a concise and descriptive report so it can be clearly understood by the
con~runity and yet the Funding Alternatives section implies voter ignorance.

Mayor Heit~an- Stated that the report implies that annual operations will not
increase with airport improv~rents.

Mr. Sieber - Replied that the 40,000 existing annual operations is a high
estimate and the 40,000 projected operations is a realistic projection; there
will be an increase in operations.

Mayor Heitman- Inquired if not including a crosswind runway is a negative to
airport viability. Will there be future requests for funds to construct a
crosswind runway?

Mr. Ippel - Replied that with existing Prevailing winds at Gateway and a single
runway, the coverage is 90.3%.

Mr. Otto - Stated that crosswind runways are not high enough on anybody's
priority list to justify the funding to construct thor; the additional wind
coverage is gained is not worth the expense.

Mayor Heitwan - Inquired as to the meaning of 'ultimate construction' found on
page 2-3 of the master plan.

Mr. Otto - Replied that 'ultimate construction' refers to the 20 year time
period for develol~rent.

Mayor Hei~ran - Inquired why the plan intends to provide sufficient lateral
clearance to occassionally accomodate aircraft with wingspans greater than 49
feet.

Mr. Otto - Replied that King Air, a very popular aircraft used by businesses,
has a wingspan greater than 49' but can be operated on a 3300' runway.

Mayor Heitwan - Inquired as to who pays for hangar develot~rent.

Mr. Ippel - Replied that hangars can be privately developed and owned and would
Nov~ber 6, 1985
