Municipalities then use the hangar rental fees <br />to pay off the loan; after pay off, the City has a revenue generating facility. <br /> <br />Mayor Heitwan - Inquired if there is any proof to support the plan's statement <br />that noise levels will be within State and Federal guidelines. <br /> <br />Mr. Otto - Replied that it is a commonly accepted fact that for airports the <br />size of Gateway a noise level study is not necessary because after a number of <br />testings, the results were always the same -- no significant noise factor. <br /> <br />Mayor Heitwan - Inquired as to the Airport Co~ission's opinion regarding <br />pursuing airport develo~ent should State and Federal funding not be available. <br /> <br />Mr. Larsen, Mr. Sieber and Mr. Donovan - Stated that they feel airport <br />develo~ent could not proceed without goverr~ent funding. <br /> <br />Mr. Ippel - Stated that airport develol~ent could proceed without goverr~ent <br />funding, but without so~e sort of subsidy, it probably would not. <br /> <br />Mayor Heitman - Inquired if it is the intent of the plan to pursue land <br />aoquisition without prior commitments for funding. <br /> <br />Mr. Sieber - Replied that the Airport Commission has not made a recommendation <br />to pursue airport develol~ent; the master plan is simply a plan to review. <br /> <br />Mayor Heit~an - Inquired about the plan's state~ent to develop hangars upon <br />confirmed demand; is there a current demand for hangars? <br /> <br />Councilwe~ber Schlueter - Stated that the plan has two total development cost <br />estimates; one with hangars and one without hangars; average citizen would <br />ass~e that hangars are not part of the immediate develo~ent plan. <br /> <br />Mr. Ippel - Replied that there is current demand for hangars. Hangars would be <br />developed right away if a decision is made to do so; hangars do not have to be <br />provided for by the City but with the interest free money available, it would <br />be worthwhile to develop hangars as quickly as possible. <br /> <br />Mr. Sieber - Noted that hangars are paid for 100% by the users of that and they <br />are not built until there is a commitment fro~ the potential users. <br /> <br />Mayor Heitwan - Stated that the master plan Fakes numerous assumptions for <br />potential income as a result of the airport develoi~ent; the master plan does <br />not make note of counterpart costs like foregone opportunities. <br /> <br />Mr. Ippel - Replied that it is very difficult to predict what you would be <br />losing if something else would have been there.
