Mayor Heitwan - Noted a contradiction in the plan; Section 4 states lack of <br />hangars is a major proble~ and Appendix A shows hangar desireability ranking <br />3rd. <br /> <br />Mr. Ippel - Replied that a paved runway is top priority; after runway paving, <br />hangar develo~ent moves up on the priority list. <br /> <br />Mayor Heit~an - Inquired why the aviation related business survey asked if the <br />proposed facility would have an economic impact on the area as the answer would <br />only be a perception on the part of the person being asked. Noted that only 2 <br />of the businesses with positive responses are based in Rawsey. <br /> <br />Mr. Ippel - Replied that it would have been remiss not to ask the question. <br /> <br />Mayor Hei~an - Stated that the master plan refers to a period of time in which <br />there was a nationwide decline in aviation activity; are these cycles typical <br />or are the declines brought about by increases in the cost of crude oil and how <br />does this relate to the fact that fuel sales are to be one of the revenue <br />generators at the airport. <br /> <br />Mr. Otto - Replied that aviation demand lags a little behind the general <br />economy; fuel cost is not a major factor in aviation activity; crude oil <br />increases would not just affect airplane fuel costs and a businessman must <br />travel. <br /> <br />Mayor Heitman - Stated that page 5-4 eludes to airport closings increasing the <br />number of based aircraft at Gateway; why are airports closing? <br /> <br />Mr. Sieber - Replied that the focal point of this statement was the Crystal <br />facility; Crystal is operating but there is a lot of public pressure on it. <br />Crystal closes, it will be because of poor planning. <br /> <br />If <br /> <br />Mr. Ippel - Stated that he doesn't think there are any plans to eliminate <br />Crystal's facility; noted that Crystal allowed develo~ent aroUnds it's <br />facility and if those sa~e aviation accidents had occurred at Gateway, they <br />would have been totally on airport property. <br /> <br />Mayor Hei~an - Noted that the plan states that the Regional Airport System <br />Plan has identified a search area in northwest Hennepin County for a new minor <br />airport; the plan states that the proposed facility is not likely to impact <br />Gateways growth as Gateway serves a different service area. Mayor Heitman <br />inquired as to the service area Gateway serves. Mayor Heit~an stated that if <br />Rawsey is perceiving a windfall in aviation activity, why isn't Anoka County <br />Airport making plans to expand? <br /> <br />Mr. Otto - Replied that Gateway would serve points north of the Mississippi <br />River. Ra~sey is not perceiving a windfall and Anoka County is expanding. <br /> <br />Mayor Heit~an - Inquired about co~ents on page 6-8 of the master plan with <br />respect to reserving additional land for future hangar develoI~ent. <br /> <br />Mr. Sieber - Replied that the plan is stating to reserve additional land, <br />within the boundaries of the airport, for additional hangar develot~ent; the <br /> Nov~ber 6, 1985 <br /> <br />Page 4 of 7 <br /> <br /> <br />
