Absent: Councilme~ber Reiwann <br />(temporarily out of Council ch~bers). <br /> <br />Mayor Heitwan called the meeting back to order at 9:08 <br /> <br />Mayor Heitwan and Councilmember Cox proceeded to discuss their concern to have <br />information regarding the potential revenue possible fro~ Rawsey's Industrial <br />Park without airport develot~rent compared to what has been forecasted with <br />airport developrent. <br /> <br />Mr. Otto - Stated that information Council is looking for could be included in <br />the scope of the Enviror~ental Assessment process but the information would be <br />very hypothetical. <br /> <br />Mr. Ippel - Recommended that Council give notice to proceed with Phase II of <br />the Airport Master Plan, as contracted for, and seriously consider zoning or <br />interi~ moratorium to protect the City's option to proceed with what is being <br />studied. Mr. Ippel stated that the only time Council commits to build an <br />airport is when the City accepts Federal funds for airport developrent. <br /> <br />Mr. Goodrich - Stated that Council should be reasonably certain when. imposing <br />moratoriurs; moratoriums affect the rights of property owners and assure <br />liabilities. Zoning is time consuming and additional develot~rent occurring <br />during the process will increase the cost of airport develot~rent. <br /> <br />Mr. Otto - Zoning requires the City to pass a resolution stating it's intention <br />to zone, according to State statute, around the airport; advise all affected <br />communities (Anoka, Ch~rplin, Dayton and Anoka County) of airport zoning <br />implementation and invite them to participate on a joint airport board or to <br />implement similar zoning to be administered on their own as these communities <br />would have a 150' height limitation place on them. These communities have 60 <br />days to respond as to participation or administering. The zoning ordinance has <br />to go through two public hearings. The zoning process time frame is 8-9 <br />months. <br /> <br />Mr. Goodrich - Stated that Council is considering a landfill impact market <br />study and possibly the scope of that could include additional airport <br />information Council is looking for with respect to potential generation of <br />revenues. <br /> <br />Mr. Ippel - Stated that he talked to County Con~issioner Haas and Bob Hutchison <br />and the airport plays a significant role in the future with respect to <br />landfills. Ramsey is the only site in the additional landfill siting process <br />that has an airport and that would have to be scoped in the enviromrental <br />assessment. If the County decides to go with a burning facility in their waste <br />energy project, the airport's presence will exclude Anoka, Rawsey and Blaine <br />sites because the smoke stack would infringe upon airspace.
