County and PCA that this airport is a serious venture. <br /> <br />Mayor Heitwasn - Stated that because the airport way or may not exist does not <br />wake pre-ordained conclusions that Rawsey's Site P will be selected. <br /> <br />Motion by Airport Chairman Ippel to recommend that City Council give a notice <br />to proceed with Phase II of the Airport Study to initiate the zoning process <br />and that the economic implications of industrial park develoment without an <br />airport be scoped into the enviror~ental assesswent. <br /> <br />Motion failed for lack of a second. <br /> <br />Co~issioners Sieber and Seibert stated that the Airport Cowmission has <br />gathered all the facts and now it is time for Council to make a decision on the <br />airport issue or request more information. <br /> <br />Commissioner Sieber noted that any steps beyond this point incurs debts and <br />liabilities to the City and proceeding beyond this point implies that the City <br />is willing to incur them. <br /> <br />Motion by Council~e~ber Cox and seconded by Council~e~ber Reiwann directing <br />that those Council~bers desiring to gain additional information do so by <br />attending the November 20 Airport Commission weeting; that the issue of <br />proceeding with Phase II of the Airport Master Plan Study will be placed on <br />Council's agenda for November 26 for action. <br /> <br />Motion carried. Voting Yes: Mayor Heitwan, Council~embers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Case #2 Discussions Regarding Proposals For Land~ill Market Study: <br /> <br />Mayor Heitwan stated that Council has interviewed the bidders; now is the time <br />to wake a decision as to whether or not to proceed with the study, and if so, <br />to award the bid. <br /> <br />Motion by Council~ber Reiwann and seconded by Councilma~ber Sorteberg to <br />reject the bids for a Landfill Market Study and request an update of the <br />existing Landfill Impact Study previously prepared by City Staff. <br /> <br />Further Discussion: Council~e~ber COx stated that the reason Council decided <br />to seek bids for a landfill impact study was to have an unbiased perspective on <br />the issue; awarding the bid to the least expensive bidder would provide the <br />City with docuwentation to present to legislature and provide a baseline for <br />future market value comparisons. Mayor Heitman stated that frow the onset, he <br />expressed ooncern with the spec and those concerns were reflected in the prices <br />that were bid; the spec was being interpreted in many different ways. Mayor <br />Heitman stated that he is concerned that the information gained will be <br />sowething that cannot be used in legislation; not sure it is a good expenditure <br />when there is commensurate information available. <br /> <br />Motion carried.
