of the south 80 acre parcel; the soil will be transported on-site and no public <br />roadways will be used. Anoka County and Metro Council recommended that Waste <br />Management take a self-imposed limit on soils and that limit is set at 870'. <br />9here are some areas that are already lower than 870' and Waste Management is <br />not proposing to fill them at this time. ~he grading and excavating project <br />will be ~hased in 3, 4 and 5 acre parcels. All soils obtained from inventory <br />Site P will be only used for daily cover for the current licensed landfill <br />operation; this is a condition of the development limitation being lifted. <br />5he grading and excavating project does not represent a horizontal or vertical <br />expansion of the existing landfill operation. 5he permit should be for at <br />least a 2 year time frame to cover the 1-1/2 year landfill life expectancy and <br />an additional 6 months after landfill life. <br /> <br />Mayor Heit~an inquired if Waste Management is making use of the Elk River <br />landfill to prolong the life of the Anoka Landfill. <br /> <br />Mr. Miller replied Anoka Landfill closes at 5:00 p.m. and Elk River's site is <br />being used because they are open until 9:00 p.m.; Elk River's site is also used <br />when Anoka Landfill is shut down due to high winds. <br /> <br />Mayor Hei~an inquired if opague screening would be used to make the excavating <br />operation non-visible from the road. <br /> <br />Mr. Otter replied that the project is naturally screened by high ground, trees <br />and an existing berm. <br /> <br />Mayor Heitman inquired if this request will cover all of Waste Management's <br />needs or are there more requests to come in the future. <br /> <br />Mr. Otter stated that Waste Management is proposing an Environmental <br />Improvements Plan which involves increasing the hill slope and importing 2' of <br />clay cap material. ~he theory behind the plan is to minimize groundwater <br />infiltration; if the plan is approved, Waste Management will need additional <br />daily cover material. <br /> <br />Mayor Heitman inquired as to how far above the water table the elevation will <br />be after the excavating project. <br /> <br />Mr. Otter estimated that there would be a distance of 7' between the water <br />table and after excavation elevation in an area with the currently highest <br />water table. <br /> <br />Mayor Heitman inquired if on-site or off-site wells are showing contamination. <br /> <br />Mr. Otter replied that no off-site private wells and no off-site monitoring <br />wells are showing contamination. On-wite wells are showing contamination but <br />the City Engineer will affirm that excavation of soils will not cause <br />additional contamination on or around the site. <br /> <br />Mr. Douglas Fountain stated that there is an area in the very south easterly <br />corner of the property that is being used illegally by the public to enter and <br />dispose of garbage on the site. <br /> <br />November 12, 1985 <br /> <br />Page 5 of 12 <br /> <br /> <br />
