Mr. Otter stated that Planning and Zoning recommends that the access be blocked <br />off. <br /> <br />Mr. Bill Pittman Stated that he heard that Mr. Otter once made the comment <br />that this 250,000 yards of material is really not needed. <br /> <br />Mr. Otter replied that Waste Management could strip the existing parcel down to <br />the base grades right near the water table and leave the surrounding area <br />aesthetically unacceptable but Waste Management owns the property and has a <br />vested interest in it. <br /> <br />Mr. Pittman stated that he has been hearing 'temporary' for 14 years; is this <br />the beginning of phasing out the landfill and if so, can Waste Management put <br />it in writing. <br /> <br />Mr. Otter replied that it is the beginning of phasing out the landfill but it <br />cannot be put in writing. To get the soils necessary to complete the existing <br />landfill, Waste Management has chosen to grade and excavate rather than strip <br />the area or truck in soils. <br /> <br />Councilmember Cox stated that the grading and excavating does not attempt to <br />preclude that Site P will not be or that there will not be expansion of the <br />landfill in the future. <br /> <br />Council proceeded to prepare the following findings of fact: <br /> <br />1) Tnat in November, 1984, Waste Management of Minnesota, Inc. applied to the <br />City of Ramsey for a temporary conditional use permit to mine and excavate in <br />the following described property in the City of Ramsey, to wit: <br /> <br />~e S-1/2 of the NE-l/4 of Section 27, Township 32, Range 25, <br />Anoka County, Minnesota <br /> <br />2) ~hat on December 4, 1984, the City's Planning and Zoning Commission, by <br />oonsensus, recommended several conditions to the Council which should be <br />required of the applicant in the event the Council approves the permit, the <br />minutes of which meeting are incorporated herein. <br /> <br />3) ~hat on February 12, 1985, the City Council conducted a public hearing on <br />the Nov~ber, 1984 application, the minutes of which meeting are incorporated <br />herein. <br /> <br />4) ~hat on February 12, 1985, the City Council denied the permit based on the <br />fact that the development moratorium as presented by M.S.A. Section 473.806 was <br />still in place as relates to the subject property. <br /> <br />5) ~hat in August, 1985, Anoka County lifted the development moratorium, with <br />certain restrictions, which action was also followed by the Metropolitan <br />Council in September, 1985. <br /> <br />6) 9]~at at this time, November 12, 1985, Waste Management of Minnesota, Inc. <br />is requesting a temporary conditional use permit from the City in order to <br />excavate and mine up to 250,000 cubic yards on the subject property. <br /> November 12, 1985 <br /> <br />Page 6 of 12 <br /> <br /> <br />
