Plat Approval Of WhisDerina Pines Estates Plat 5: <br /> Case Of..Mr. Wayne KnUd-son: -- - <br /> <br />Mr. Wayne Knudson and Mr. Wayne Hoium were present. <br /> <br />Attorney Jim Neilson was present on behalf of Mr. and Mrs. Wayne Knudson and <br />stated that the plat oonsists of 6 single family lots -- 2 fronting on 153rd <br />and the other 4 fronting on the new 152nd Avenue NW. Mr. Neilson stated that <br />152nd was planned in the particular area that it is at the request of Ramsey's <br />Planning and Zoning Commission. <br /> <br />Councilmember Cox stated that he feels creating another access onto Cty. Rd. <br />#83 by extending 152nd through would be a traffic hazard; supports the idea of <br />a cul-de-sac. <br /> <br />Councilmember Reimann disagreed and stated that for safety and continuity <br />reasons, 152nd should be a connector street with the adjacent plat to the west. <br /> <br />Mr. Knudson and Mr. Hoium stated that they would not object to constructing a <br />cul-de-sac rather than a through street but reaffirmed that cul-de-sacs to <br />confuse street continuity. <br /> <br />Motion by Councilm~mber COx and seconded by Councilmember Schlueter, for <br />discussion, to approve the request by Mr. Wayne Knudson for preliminary plat <br />approval of Whispering Pines Estates Plat #5 with a cul-de-sac extending west <br />from Armstrong Blvd. to a maximum of 600' to serve Lots 3 and 4 of Block 1 and <br />Lots 1 and 2 of Block 2 contingent upon the developer providing the City with <br />appropriate roadway easement for future connection with the existing 152nd <br />Avenue NW. Further, that this preliminary plat approval is contingent upon <br />compliance with all items outlined in the City Engineer's letter dated October <br />31, 1985 and to grant variances to the 2.5 acre minim~n lot size, soil borings <br />except on Lot 1 of Block 2 and access onto 153rd Avenue NW from LOts 1 and 2 of <br />Block 1. <br /> <br />Further Discusssion: Mayor Heitman inquired if the developer has fulfilled the <br />ponding and drainage requirement. City Engineer Raatikka stated that he just <br />received the drainage and ponding plans and has not had time to review them but <br />feel they will be sufficient with minor modifications. Mayor Heitman stated <br />that he has a probl~n in that 4 of the lots are deficient in size. Attorney <br />Jim Neilson stated that the total acreage in the plat is 15.35 acres; that <br />divided by 6 equals 2.6 acres; in the developers original sketch plan all lots <br />met the minimum size requirement; Planning and Zoning requested that the sketch <br />plan be changed to have 152nd as a connector street and the trade-off for doing <br />so was that a variance to lot size would be granted to the developer. <br /> <br />Motion carried. Voting Yes: Mayor Hei~man, Councilmembers Sorteberg, Cox and <br />Schlueter. Voting No: Councilmember Reimann. <br /> <br />B.
