Mr. Hunt was present. <br /> <br />Motion by Councilmember Cox and seconded by Councilmsmber Reimann to approve <br />Mr. Harold Hunt's request for a metes and bounds subdivision of a 200' x 870' <br />parcel in the northwest quarter of the southeast quarter of Section 3, Township <br />32, Range 25. <br /> <br />Further Discussion: Councilmember Cox noted that generally metes and bounds <br />subdivisions are not acceptable but this is an unusual situation. <br /> <br />Motion carried. At,ointment Of P]annina..And Zonina Commission Member~ <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to appoint <br />Mr. Jim Howell to serve on the Planning and Zoning Commission to a term to <br />expire December 31, 1986 and to send a letter of thanks to Mr. Lee Johnson for <br />the time he served on the Commission. <br /> <br />Motion carried. Voting Yes: Mayor Heir, an, Councilmembers Sorteberg, COx, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Request For Temporary__Conditional Use Permit_For Gradina And Excavation~ <br />g~se Of Waste ~ana0~m~nt Q~ Minnesota. Inc.~ <br /> <br />Mr. Don Otter and Mr. Terry Miller were present. <br /> <br />Mayor Heitman inquired as to when grading and excavation would commence. <br /> <br />Mr. Otter replied that activity would begin in the Spring of 1986. <br /> <br />Mayor Heitman stated that based on the fact that activity is not scheduled to <br />begin until spring and the pending incorporation of a special use permit in the <br />City's recodification, he would like to see Council rescind the temporary <br />conditional use permit and pursue a special use permit to be used in this case. <br />Mayor Hei~an stated that the reasoning behind his suggestion is that with a <br />special use permit the permitted use is tied to the landowner rather than to <br />the land itself. <br /> <br />Mr. Otter stated that he believes Waste Management is already restricted to <br />what a special use permit would do in the conditions that have been set forth <br />on the temporary conditional use permit. <br /> <br />Mr. Goodrich noted that with the temporary conditional use permit Waste <br />Management would have the right to sell excavation rights along with the <br />property, should Waste Management decide to sell the property. <br /> <br />Mayor Heitman stated that he prefers that the grading and excavation be granted <br />by way of a special use permit because in his mind only 2 of the 4 criteria for <br />Novenber 26, 1985 <br /> <br />Page 9 of 18 <br /> <br /> <br />
