designating a runway shift of 10 degrees and a runway shift of 13 degrees from <br />what is presently proposed in the Airport Master Plan. Shifting the runway <br />layout 13 degrees would increase airport development costs by approximately <br />$80,000; the 10 degree runway shift would increase the costs approximately <br />$200,000. <br /> <br />Mr. Otto noted that with the 13 degree shift there are two particular parcels <br />that would be deleted from acquisition that would be advantageous to retain for <br />airport development; retaining those two parcels would be a cost that is over <br />and above the $80,000 projected increase to the existing plan. Mr. Otto also <br />noted that the estimated cost to acquire Prestressed property is slightly lower <br />than the bank's; if the bank's asking price became a reality this would also <br />increase that $80,000 figure. Mr. Otto stated that the 13 degree runway shift <br />plan has been sutmitted to Mn/DoT for determination of any airspace problems. <br /> <br />Mr. Ippel stated that the Airport Commission has made the following <br />reconmmendation: <br /> <br />1) Proceed to pursue inclusion in the NPAIS at a cost of $1,000, 80% of which <br />is elibile for reimbursement from the State. Inclusion is necessary in order <br />to qualify for Federal funding should airport development occur. <br /> <br />2) Authorize a consultant selection process for an enviror~ental impact <br />assessment. ~he consultant selection process is a formality required in order <br />to qualify for 90% Federal reimbursement for the cost of the environmental <br />assessment. <br /> <br />Councilm~ Cox inquired if Council direction in this case should focus on the <br />13 degree Shifted runway plan. <br /> <br />Mr. Otto replied that it would be inappropriate to endorse the nM alignment <br />prior to determination by Mn/DoT of airspace problems; the environmental <br />assessment must look at all alternatives and the new alignment would be <br />addressed in more detail at that time. <br /> <br />Mr. Ippel noted that seeking inclusion in NPAIS and initiating a consultant <br />selection process does not commit the City to airport development. <br /> <br />Mr. Goodrich noted that one of the criteria for inclusion in NPAIS is that the <br />City be willing to state they are close to going forward with airport <br />development; seeking inclusion does not spend money on airport develpment but <br />it does give the impression that the City wants airport development to occur. <br /> <br />Council temporarily tabled this case discussion until later in the meeting. <br />Refer to Page 12 of these minutes for further action. <br /> <br />c~-n t~r Partn~r.~h~p: <br /> <br />Mr. Art Raudio was present and requested that Council at least have City Staff <br />research the possibility of deferring assessments to parcels C, F, H and I in <br />the Oxbow Addition until they are such time as construction is ~a~menced as the <br />property is currently undeveloped and generates no cash flow for the partners. <br /> December 17, 1985 <br /> <br />Page 11 of 18 <br /> <br /> <br />
