Motion by Councilmember Cox and seconded by Councilmeaber Reimann directing <br />City Staff meet with Mr. Art Raudio regarding deferment of assessment principal <br />due from Ramsey Center Partnership for parcels C, F, H and I in the Oxbow <br />Addition; further that City Staff report back to Council with the results of <br />that meeting. <br /> <br />Motion failed. Oiaeuaaion On Air.orE ~at~r_Plan tContinu~).- <br /> <br />Mr. Goodrich stated that a Council motion to pursue inclusion in NPAIS means <br />that Council is stating that the City is an eligible sponsor willing to <br />undertake the ownership and development of the airport. <br /> <br />Councilmember COx stated that he will only proceed if the layout is with the 13 <br />degree runway shift. <br /> <br />Mr. Ippel stated that airport layout is not relevant at this time; Council is <br />dealing with the concept of an airport; Council decides on a layout when and if <br />Council decides to proceed with the airport project. <br /> <br />Motion by Coun¢ilmember Cox and seconded by Councilmember Sorteberg directing <br />City Staff and the Airport Commission to proceed with the airport improvement <br />project relating to Gateway North Industrial Airport to the extent that <br />Hakanson/Anderson and Associaes be directed to proceed with the project and <br />perform work necessay for NPAIS inclusion justification; such work not to <br />exceed $2100.00 in expense to the City unless otherwise authorized by City <br />Council; and that the Airport Commission be authorized to proceed with the <br />consultant selection process for an envirormental impact assessment report and <br />related work. Further, that all future work utilize the 13 degree runway shift <br />alternative as the preferred site. <br /> <br />Further Discussion: Mr. Otto stated that the cost of pursuing NPAIS inclusion <br />is eligible for 80% reimbursement from the State. Councilmember Reimann <br />inquired if this motion is stating that Ramsey is taking the responsibility of <br />maybe developing a municipal airport. Mr. Ippel replied that Ramsey is saying <br />it is an eligible and willing sponsor; it does not mean Ramsey cannot back away <br />from the project at some point in time. Councilmember Reimann inquired if land <br />acquisition is eligble for Federal reimbursement. Mr. Otto replied that land <br />acquisition, relocation and public use construction is eligible for 90% Federal <br />reimbursement under the existing airport improvement program. Mayor Heitman <br />inquired as to the turn-around time on Federal reimbursement.
