have been this high in more than one well. Testing will be done again in
January and Ramsey should have more information regarding the nitrate
situation. The County has requested Waste Management to prepare a groundwater
study by June 30, 1985. Tne County is installing 20 monitoring wells, 4 of
which will be replacing old wells; these wells will be monitored 3-4 months
and a report will be prepared.

Mayor Heitman requested that Mr. Raatikka provide him with information
regarding landfill monitoring, types of substances tested for, normal ranges
and a comparison of Ramsey's situation in respect to the norm.

Councilmember Cox stated that there have been problems in the past with
irregularities and instead of doing something about it, the County installs
another monitoring well and walks away from their responsibilities at the well
showing problems.

Councilmember Reimann noted that the Landfill Monitoring Reports are still not
legible; this Council, in the past, has requested the County to provide more
legible reports.

Motion by Councilmember Reimann and seconded by Councilmember Cox directing
City Staff to issue a letter to the County Health Department regarding the
legibility of the well monitoring reports.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Mr. Schnelle advised Council to obtain from the County a verbal review of the
groundwater study when it is completed.

Councilmember Cox stated that 3 years ago, Ramsey requested the County to
upgrade their monitoring system; when something goes wrong, they install
another monitoring well and abandon the one showing problems; Ramsey should
bring this issue to a head and begin to hold Mr. Hutchison at the County
office accountable. Councilmember Cox stated that it is time for this Council
to let the County know that Ramsey wants answers and facts and that we will
not allow them to put us off another four years.

Motion by Councilmember Cox and seconded by Councilmember Reimann that the
letter to be issued to the County Health Department regarding legibility of
well monitoring reports also include Ramsey's request that the County provide
Ramsey with the personnel to review and answer any questions regarding the
groundwater study within a reasonable amount of time after that study is
completed.

Further Discussion: Councilmember Cox noted that local legislators will be at
Greenhaven on Thursday, January 10, 1985 and they should be made aware of the
imposition the landfill has put on the tax base in this community.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

Informational Letter Dated December 19, 1984 From Anoka County To Waste
Management Of Minnesota, Inc.
