Mr. DeSanto requested that Council reopen negotiations to regain the dumping permits at the same cost or close to it; he has now contracted with Ace Waste to haul his garbage at the rate of $7/month; he used to be able to dump his garbage for a $1/trip to the landfill and it was not a time consuming job. Councilmember Reimann stated that he used to haul and dump his own trash at the landfill, at the going rate (did not take advantage of the $1 permit); stated that it is so much more convenient to have it picked up by a hauler that he would pay as much as $200 a year for the service. Councilmember Reimann stated that at $1/trip, Mr. DeSanto was taking advantage of somebody and there is nothing wrong with that but the intent of the $1 permit was that it be a feature offered to residents to be used during spring and fall cleanup. Mayor Heihnan stated an alternative as being the City paying Waste Management to make the $1 permit available to residents which is an added cost; may find out that the cost of landfilling doesn't even reflect the true cost to the hosting oommunity; are we going to continue the subsidation of that loss? Mayor Heitman requested that Reporter Angela Flint prepare an article for the Union informing the citizens of this loss of the $1 permit feature and the reason for it. Councilmember Cox stated that he doesn't feel Ramsey residents should have to pay a penney to dump at the landfill but also pointed out that sometimes the private citizen hauling to the dump is more of a threat to the enviroment than the professional haulers. Councilmember COx also referred to Mayor Heitman's direction that the reporter prepare an article for the Union and cautioned the reporter against writing something that might be out of text and working herself into a bad situation; Councilmember Cox suggested that she clear her article through the City Administrator. Mayor Heitman authorized City Attorney to work with reporter on the subject article. I~s~. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter.
