Stan Data - 5510 140th - Inquired if it is possible to have a natural drainage <br />system for this area without having to resort to pipes. <br /> <br />Mr. Raatikka stated that there could be natural drainage but it involves <br />gaining easements across certain properties and Mr. Raudio's property; but <br />this property is valuable and surely the developer wants to develop it. <br /> <br />Stan Data - There is a ponding system there that is taking care of storm <br />water, with the exception of 1984 -- one home had a problem. Inquired if the <br />ponding area could be enlarged; why do we always have to think of dumping in <br />the river? <br /> <br />Mr. Raatikka replied that there should be an outlet for this area; it would be <br />hard to provide a large enough ponding area; water tables have increased <br />significantly over the past couple of years and eventually even an enlarged <br />ponding area would fill up. <br /> <br />Stan Data - There have been no water problems in the past 7 or 8 years; what <br />is going to happen in the future to cause a problem that will require a storm <br />sewer system? <br /> <br />Mr. Berg stated that he has worked for the City for 8 years; there were no <br />drainage problems in Ramsey 8 years ago and now there are several problem <br />areas throughout the City because the ponding areas are becoming sealed off by <br />siltation and weed growth promoted by the fertilizer contained in the run off. <br />Mr. Berg inquired as to why there were so many septic systems being pumped in <br />Flintwood I last year if there are no water problems in that area. <br /> <br />Citizen - At the time Flintwood I was developed, drainfields were not <br />required; these property owners are beginning to put in drainfields. <br /> <br />John Lichter - 14060 Fluorine - Nobody in Flintwood I or Ramsey Terrace <br />petitioned for this project; how did it come about? Feasibility study <br />outlines an Alternate B which proposes to assess Raudio and Holm property <br />only; why is this being dropped from consideration? <br /> <br />Mayor Heitman replied that the project was brought about by motion of a <br />previous City Council. <br /> <br />Mr. Raatikka stated that Alternate B has been dropped because the the storm <br />sewer system would provide benefit to the entire area and all those <br />benefitting should be assessed. <br /> <br />John Lichter - Stated that digging out the plugged drainage ditch would solve <br />Flintwood I problems; the real problem is when you allow development that <br />covers half of a lot with blacktop and rooftop; the runoff has nowhere to go. <br />Why should the residents of Flintwood I pay to handle the flow from the PUD? <br /> <br />Mr. Berg stated that Flintwood I did have drainage problems in 1984 and that <br />is why Council is addressing this issue. <br /> <br />James Overton - 14121 Iodine Street - Lived in Flintwood I 11 years, am an <br /> January 29, 1985 <br /> <br />Page 3 of 9 <br /> <br /> <br />
