engineer dealing in groundwater, foundation, soils, etc. In 1975-1976, we <br />were at a low end of a precipitation cycle -- groundwater in Ramsey and Anoka <br />County dropped greatly. Am aware an engineering report was conducted, in 1976 <br />and 1977, regarding minimum levels for basement construction in Flintwood I <br />based on past, present and future groundwater levels. Did those engineers air <br />in their design, did those people (city engineer, city inspector, planning <br />commission and Council) reviewing that design air in their review not allowing <br />those lots to be ~onstructed in a wetland area that had been inundated prior <br />to 1976. Mr. Overton stated that there is certain cul-de-sac in the area in <br />which the water was waist deep back in 1973 and 1974 and yet Council allowed <br />buildings to be constructed within that flood plain without consideration to <br />what future water levels would be when the water table returned to it's normal <br />position. Mr. Overton stated that he doesn't think this is a drainage <br />problem; it is a groundwater problem that should have been address 8 years <br />ago and it is not the responsibility of Flintwood I or Ramsey Terrace to <br />correct errors made by the developer of that property just so he could get <br />additional lots in the area, which the City Council approved. <br /> <br />Mayor Hei~an stated that he has not been the most ardent supporter of Mr. <br />Raudio and other developers in the past but Mr. Raudio has made himself <br />available to answer questions and makes every effort to work jointly with the <br />citizens and we should give him credit for that. <br /> <br />John Lichter - City Council decided that the PUD develo~ent is in the best <br />interest of the City; in order for the PUD to develop, it will have to have <br />storm sewer. Developers (Raudio, Holm & River's Bend) should pick up the cost <br />and the City should not try and assess those costs back to individuals on <br />existing residential lots who stand to gain no benefit by this construction. <br /> <br />John Johnson - 14120 Germanium - Have lived here 7 or 8 years, gone through <br />record breaking snowfalls and we did not create the problem. The problem <br />begins with one house that is built where a developer should not have been <br />allowed to build and now the City is telling us we have to correct their <br />mistake. With respect to Mr. Raudio's statement regarding a drainage system <br />dating back to the late 1800's or early 1900's, when water has flowed such a <br />long period of time in a certain area I don't think you can alter that flow <br />without getting into trouble with somebody. This is the developer's problem <br />and he wants to push it back on the residents. <br /> <br />Mr. Raudio stated that he would be more than glad to meet with anybody <br />regarding his goals. Mr. Raudio stated that he does have a heavy investment <br />in this community and the only way he can get a return on his investment is to <br />help a community build. Mr. Raudio stated that he is not trying to change the <br />course of water because of his proposed development and noted that Flintwood I <br />would have real problems if the PUD were located on the top side of Flintwood <br />I rather than on the lower side. Mr. Raudio stated he can solve his water <br />problems but that would not solve the community water problem. Mr. Raudio <br />stated he is willing to meet with the people and look at alternates and is <br />agreeable to what makes sense. Mr. Raudio stated that he is not here to force <br />storm sewerand that he did not divert that original flow channel -- it became <br />plugged.
