John Johnson - Stated that he thinks the problem will come when the PUD is <br />developed; that after Mr. Raudio has developed, he will be gone and the <br />residents are left with the problems. <br /> <br />Mayor Heitman stated that Mr. Johnson's point could be valid, but he is not <br />certain that it is. <br /> <br />Councilmember Cox stated that Mr. Johnson has a right to his opinion and do <br />not think Council can change that. Councilmember COx stated that he is not <br />necessarily saying this project should go but it should be pointed out that <br />Mr. Raudio's proposed development is on the east side of Hwy. 47 and drainage <br />in Flintwood I and Ramsey Terrace is not a personal concern of Mr. Raudio's. <br />It was a concern of the previous Council that whatever Mr. Raudio puts in be <br />quite permanent because if there is a potential for future drainage problems, <br />it is most reasonable to discuss it now. <br /> <br />Mayor Heitman stated that the 60 day clock starts tonight and a petition by a <br />majority of those proposed to be assessed will stop the project -- but do <br />these citizens really want to stop the project. Most of the residents may not <br />be having drainage problems now, but is there somebody who is being affected? <br />If there is somebody who is being affected, are the rest of the citizens <br />simply going to turn their back and walk away. Mayor Heitman stated that <br />these residents should consider whether or not the project is logical and <br />fair; they have the option to stop the project and should remember that <br />signing a petition is a responsibility. <br /> <br />Duane Lundeen - How come all of a sudden, after 9 years, we have water <br />problems? <br /> <br />Mayor Heitman replied that as a city develops, the natural drainage capability <br />lowers. <br /> <br />Duane Lundeen - Then we must assume that blacktop streets is going to increase <br />the drainage problems and increase our need for sanitary sewer and water. <br />Cannot see how the City can assess an area, that never had drainage problems, <br />for storm sewer just because a developer wants to build. Why isn't the City <br />proposing to assess the entire Water District 943 rather than just a couple of <br />the subdistricts? <br /> <br />Mr. Berg stated that Flintwood II has been approved to develop without storm <br />drainage; that develou~ent will not affect drainage conditions upstream. <br /> <br />Tony Simborski - Stated that DNR has not approved Flintwood II project. <br /> <br />Scott Dickenson - The developer wants a safe area in which to develop and he <br />wants the existing adjacent residents to help carry the cost burden. <br /> <br />Karen Vander Lee - 5441 142nd Avenue - Live on the northeast corner of 142nd <br />and Fluorine; it is a very dry lot. Land due east of my lot, which is the <br />western side of the PUD, is marshy land and the drainage is poor. What will <br />happen to my lot when this PUD land is filled?
