Mr. Raatikika stated that the piping is being sized to handle the entire water
district.

Mayor Heitman inquired if Mr. Raatikka's statement is a guarantee that these
people won't be confronted with a problem related to water runoff in the
future and this proposed assessment amount is the cost of their solution
today?

Mr. Raatikka stated that the storm sewer assessment is a one time cost to get
out of the water runoff problem. Future improvements needed within the
district will be assessed to those subdistricts that have not yet received an
assessment.

Tony Simborski - If the pipe is sized to take care of the entire district,
then the entire district should be receiving an assessment.

Mr. Raatikka stated that the problem with Mr. Simborski's suggestion is that
every time future improvements are needed within the district, everybody
would be assessed again.

Motion by Councilmember Reimann and seconded by Councilmember Cox to adjourn
this public hearing.

Motion carried.
