runoff coming down into his development; don't think the area should be <br />developed, but if it ~s, the developer should put be putting in a connecting <br />drainage ditch. <br /> <br />Mr. Raudio referred to the watershed district issue as a whole and stated that <br />the City's 1980 Comprehensive Plan laid out drainage districts within the <br />City. Mr. Raudio stated that right now there is legislation requiring metro <br />cities to be involved in watershed and Ramsey is trying to form a Rum River <br />watershed with 9 other communities. <br /> <br />Bob Schwartz - Talked to Bob Stein of DNR on the phone and he stated that he <br />is aware of development on the~ side of Hwy. 47, but not on the east side <br />of Hwy. 47. Mr. Schwartz also stated that Mr. Stein plans to inspect that <br />drainage ditch that the City plugged. <br /> <br />John Lichter - If the level of those ponding areas is raised, there could be a <br />flooding problem. <br /> <br />Mr. Berg stated that the City does not know if the ponding areas would be <br />raised or lowered. Mr. Berg also referred to Mr. Lichter's comments that he <br />is not having drainage problems and his water runs off fine and noted that Mr. <br />Lichter did not say where his water is going -- it could be causing somebo~%y <br />else problems. <br /> <br />John Lichter - Run off goes to the KANO swamp and the reason for this whole <br />storm sewer propesal is to benefit the developer. <br /> <br />James Overton - How long will the subject of this meeting be open for written <br />comments? <br /> <br />Mayor Heitman replied that written input can be accepted during the next 60 <br />days. <br /> <br />Mayor Heitman stated that the citizen concerns seem to be concentrated on the <br />costs. Mayor Heitman created a scenario of drainage problems increasing in <br />the future and a determination being made that storm sewer is required and it <br />is not due to surrounding development; would the citizens them come back to <br />Council and accuse us of 'not doing our job'? <br /> <br />Stan Data - Is there a solution that would be acceptable to the City, <br />developer and residents involved? If there are going to be water problems in <br />Flintwood, I think we are all willing to pay $700-$800 to have it corrected at <br />this time. Don't want to stand in the way of progress, but judging from the <br />tone of this audience, I think a petition to stop storm sewer project will be <br />submi tted. <br /> <br />Mr. Rick Foster - Would like to point out to Mr. Lichter that River's Bend is <br />taking care of it's own storm water; we built and paid for our pipes and that <br />piping installed was oversized to handle future flow from upstream; River's <br />Bend is not contributing towards any storm water problems. <br /> <br />John Johnson - What happens 10 years from now as more and more development <br />occurs? <br /> January 29, 1985 <br /> <br />Page 8 of 9 <br /> <br /> <br />
