Mr. Raatikka replied that all lots, vacant or occupied, will receive an <br />assessment. <br /> <br />Bob Schwartz - 5600 142nd Avenue NW - Will there be curbs, why do we need <br />ditches and where will the run-off go? <br /> <br />Mr. Raatikka replied that street construction will be rural cross section, <br />which does not have curbing; water will run along the ditches. Rural cross <br />section construction is the most cost effective. Rural cross section streets <br />are easier to snowplow. <br /> <br />Mr. Berg stated that with urban street construction, which includes curbing <br />and no ditches, you would almost have to look at storm drainage because you <br />lose the water storage area you had with ditches. <br /> <br />Duane Lundeen - 14131 Junkite - How much will our taxes go up with <br />blacktopping? What if sewer and water come to our neighborhood; will the <br />streets be torn up and reinstalled at our expense? Why do we have to restore <br />the boulevards? Restoration should be included in the project. <br /> <br />Mayor Heitman replied that restoration brings up the cost of the project and <br />therefore the assessment to the homeowner. <br /> <br />Duane Lundeen repeated his question regarding sewer and water and asked what <br />kind of guarantee the City could give him that the streets would not have to <br />be redone in a couple of years because of sewer and water construction; noted <br />that sewer and water installation has begun just a few blocks from his home. <br /> <br />Mayor Heitman stated that the street improvement project would have an annual <br />cost of $362.29 per unit for 10 years and is added to homeowner property <br />taxes. Mayor Heitman stated with respect to sewer and water that if a <br />neighborhood petitions for sewer and water and Council approves it, it will be <br />installed and any existing blacktop streets will have to be redone, the cost <br />of which will be included in the project cost of sewer and water installation. <br /> <br />Mr. Berg reiterated that a neighborhood must petition for sewer and water; the <br />City will not go into any existing area with sewer and water unless there is a <br />health hazard. <br /> <br />William Hurney - 14140 Junkite - Why this public hearing? Enough people <br />signed the petition for blacktop. Now do we wait for a petition in opposition <br />of the project before Council can vote on the project? <br /> <br />Councilmember Cox replied that the petition was sufficient to bring the <br />project before Council for consideration. <br /> <br />Mayor Heitman stated that a project can be brought into being by a vote of the <br />Council or a petition of 35% of the benefitted property owners; there is then <br />a 60 day waiting period in which a counter petition to cease the project and <br />a counter-counter petition to reinstate the project can be submitted. ~he <br />petition with the majority of signatures will prevail.
