the petition opposing the project represents the majority, the proposed <br />project ceases for a period of one year, at the end of which the project can <br />be brought before Council again. <br /> <br />A1 Rehbein - 14249 Junkite - Who decides which properties are considered <br />benefitted area and included in the petitioning area; can somebody own 40 <br />acres adjacent to our neighborhood, for instance, and include us in their <br />petition for sewer and water? <br /> <br />Mr. Raatikka replied that according to City policy, if someone petitions for <br />sewer and water and if it must run past an existing neighborhood, the <br />petitioner is responsible for all of the costs until that existing <br />neighborhood petitions for sewer and water and hooks up to the line. <br /> <br />Mr. Rehbein - Why then is Ramsey Terrace being included in the Storm Drainage <br />Improvement Project #84-177 <br /> <br />Mayor Heitman replied that the criteria for determining benefitted property <br />owners has been set by State law. <br /> <br />Bob Schwartz - Will we be forced to participate in the watershed storm <br />drainage project if we go with paved streets in Ramsey Terrace? <br /> <br />Mr. Raatikka replied that the City is trying to maintain the existing drainage <br />in the area; part of Ramsey Terrace drains towards the County ditch and this <br />will be discussed at the public hearing following this one. <br /> <br />Mr. Berg stated that some of Ramsey Terrace is included in the watershed <br />district; at some point in time everybody will be in a watershed district and <br />everyone will contribute to solving all the storm drainage problems in the <br />City; paved streets contributes slightly to the drainage problem. <br /> <br />Councilmember Cox stated that rural cross section type street construction <br />reduces the amount of water you need to find proper drainage for. <br /> <br />James Overtoom - 14121 Iodine - Am an engineer and agree with Councilmember <br />Cox's previous statement. Also stated that in the last two years the culvert <br />on the east side of Iodine has not passed any water into the drainage district <br />and therefore is not contributing to the drainage problem. <br /> <br />Councilmember Cox stated that the Economic Development Commission has <br />initiated a request for Council to publish a position statement regarding <br />sewer and water. Council has no desire to extend sanitary sewer and water <br />to an area where there is no problem; Council has done everything to <br />discourage it. <br /> <br />Duane Lundeen - Do want blactopped streets, but don't want to pay for it again <br />in a couple of years because of sewer and water installation. If we are <br />experiencing drainage problems now, it brings us even closer to having sewer <br />and water installed. <br /> <br />Councilmember Cox stated that storm drainage does not require sanitary sewer <br />and water system.
