Councilmember Cox compared <br />the sewer and water policy to blacktop streets and stated that during his <br />years on Council, the City has never initiated a street improvement project -- <br />the projects were brought before council by a petition of at least 50% of the <br />neighborhood residents. <br /> <br />Duane Lundeen - Have talked to residents of Andover who one year after getting <br />blacktop had to go through the cost all over again because of sewer and water <br />installation; can the City guarantee me that I won't have to do blacktopping <br />all over again in 5 years? <br /> <br />Mayor Heitman stated he cannot give any guarantees; he can only assume that <br />the City Engineer is giving accurate information when he says the possibility <br />of sewer and water is low at this point. <br /> <br />Tony Simborski - 14140 Germanium -Tne only thing that will cause an existing <br />neighborhood to have a need for sanitary sewer and water is ground water <br />contamination; if everybody takes care of their septic systems, we will have <br />no problems. Tnere is report of the landfill causing some pollution and the <br />deep municipal wells being constructed can pull in that contamination and <br />cause a ~otential need for sanitary sewer and water; if that happens we will <br />end up paying for sanitary sewer and water system. <br /> <br />Mr. Art Raudio - Am a developer, and not the most popular person in this room. <br />See a concern regarding sewer and water and people should ask themselves who <br />will benefit by forcing sewer and water into an existing area. If I wanted to <br />extend the sewer and water past an existing neighborhood, I would have to take <br />on the full financial responsibility of that project without assessing the <br />property owners in that existing neighborhood. ~ere is no way I, or City <br />Council, would benefit from forcing sewer and water onto an existing <br />neighborhood. <br /> <br />Councilmember Cox stated that the courts would not allow the City to assess <br />anyone who is not benefitting. Councilmember Cox referred to Mr. Lundeen's <br />earlier question regarding how taxes will be affected by blacktop streets and <br />stated that blacktopping does not affect property market valuation. <br /> <br />Mr. Berg stated that blacktop streets will increase property value; if it <br />didn't there would not be legal grounds to assess the property owner. <br /> <br />Councilmember Schlueter stated that persons can get more information regarding <br />blacktopped streets and their affect on property values from City Assessor Les <br />Wirz. <br /> <br />John Anderson - 14032 Krypton Avenue NW - One and one-half inch of asphalt <br />does not seem very substantial; how much maintenance will be required on this <br />type of street? Culvert in front of my house is plugged up. <br /> <br />Mr. Raatikka stated that there are 60-70 miles of this same type street in the <br />City; maintenance has been crack filling and sealcoating. Sealcoating is <br />considered 5 years after initial construction. During construction, there is <br />better than 2" of asphalt laid and it is then compressed.
