responsibility of the homeowner.

John Anderson - It will be worth $30/month to have blacktop streets.

Councilmember Cox referred to the subject of boulevard restoration and stated
that it used to be City policy to include that restoration in the cost of the
project. The homeowners were paying for that restoration and they were not
satisfied with the job the contractors were doing and the decision was to
eliminate that feature from street improvement projects.

Mr. Berg stated that only about 50% of the residents took care of the
restoration that was done; the rest of the people let the boulevards go to
weeds and it became evident that including restoration in projects was only a
waste of money.

John Anderson - Inquired if homeowners get a tax break for maintaining the
boulevards.

CDuncilmember Cox suggested that Mr. Anderson contact the County and the
School District as that it where most of our tax money is going.

Motion by Councilmember Reimann and seconded by Councilmember Cox to adjourn
this public hearing and go into a 10 minute recess before calling to order the
next public hearing.

Further Discussion: Mr. John Anderson inquired if each driveway will have a
culvert. Mr. Raatikka replied that it is the responsibility of each homeowner
to install his own culvert.

Motion carried. Voting Yes: Mayor Heih~an, Councilmembers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

The public hearing adjourned at 8:30 p.m.

Respectfully submitted,

Sylvia Frolik
Council Secretary

Lloyd G.
