PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, January 29, <br />1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W. ~ Ramsey. <br />Minnesota regarding Drainage Improvement Project #84-17 For Dlstrict #43. <br /> <br />Members Present: Mayor Gary Heitman <br /> Councilmember Gary Reimann <br /> Councilmember A1 Sorteberg <br /> Councilmember Jean Schlueter <br /> Councilmember Arnie Cox <br /> <br />Also Present: <br /> <br />City Building Official Clayton Berg <br />City Engineer Peter Raatikka <br /> <br />Mayor Heitman called the public hearing to order at 9:00 p.m. <br />~RESEN~TIONBY~_CITy__~ENGINEER <br /> <br />City Engineer Raatikkamade a slide presentation showing Water District 943 <br />and stated the project involves Subdistricts FT4 and FT1; the project proposes <br />to construct storm sewer line from Flintwood I to the ponding area behind the <br />old City Hall and on to the Rum River; control structures would be placed at <br />the outlet of each pond and at the outlet of the pond in Subdistrict FT5. Mr. <br />Raatikka stated that construction costs are estimated at $160,650 and <br />construction overhead at $48,200 for a total estimated project cost of <br />$208,850. Mr. Raatikka stated that the proposed assessment would be <br />$784.00/residential acre and $1,263.24 per commercial acre amortized over 10 <br />years at an estimated 10% interest rate. This assessment proposal would <br />result in a $14,220.76 surplus of funds which will be used for future <br />expansion and improvements in this Water District. If the project is <br />approved, completion date is scheduled for September, 1985; assessments can be <br />paid within 30 days after the assessment hearing without incurring any <br />interest. <br /> <br />Councilmember Cox inquired if there would be a pipe from the northern corner <br />of Flintwood I to the control structure and if the ponding area would be dry. <br /> <br />City Engineer Raatikka replied that there would not; there would be a drainage <br />ditch crossing through part of that park land; that channel will be <br />constructed at the same time the storm drainage project is being constructed; <br />the ponding area would be maintained at a certain level. <br /> <br />Councilmember Reimann inquired if this is assessment is a one time thing or <br /> January 29, 1985 <br /> <br />Page 1 of 9 <br /> <br /> <br />
