28) Letter dated February 15, 1985 from Director of Technical Services Berg to
Tom Renner regarding Renner Addition.

29) Memo dated February 15, 1985 from Vern Peterson, Association of Metropoli-
tan Municipalities, regarding general revenue sharing renewal and other items
of importance.

30) Computerized planning and development impact analysis for communities in
the Twin Cities Metro Area from Linda Tomaselli of the Metro Council.

Exhibit "A" is a letter dated December 13, 1984 from Charles LeFevere of
LeFevere, Lefler, Kennedy, O'Brien and Drawz, with enclosures, regarding the
sale of the landfill.

31) Anoka County agenda for February 28, 1985 (regarding in particular Waste
Management).

32) Letter dated February 20, 1985 from Ms. Jan Reiter forwarding her letter
of February 13, 1985 to Mr. Arnold Cox.

a) Director of Technical Services -

Councilm~mber Cox noted that 'Director of Technical Services' is a title
change from 'Building Official'; this title change was the action of a
previous Council; that Council also directed the 1985 Personnel Committee
review all salary and personnel matters; is this Council agreeing to that
title change by not disputing it's use.

City Attorney Goodrich stated that he does not think that referring to that
person in that title change implies Council is approving that title change.

Mr. Berg noted that the title change was approved by a previous Council.

b) City Assessor -

Council noted.

Councilmember Cox noted that there are a considerable number of property sales
in which the selling prices were lower than the Assessor's estimated market
values of those homes; this reflects how government is taxing far beyond true
home and land value.

Further discussion takes place during Case #I.A.1.

c) Chief of Police-

Council noted.

d) City Engineer -

February 26, 1985
