(Please
refer to resolution file for Resolution #85-64).

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Cox, Sorteberg,
Reimann and Schlueter. Or Volunteers When In~ured While A~tend~na
City Business:

Mayor Heitman inquired as to costs for compensation coverage for
councilmembers and volunteers injured while attending to City business.

Mr. Schnelle stated that he cannot recall the costs.

Motion by Councilmember COx and seconded by Councilmember Reimann to table
discussion of workers' compensation for councilmembers and City volunteers
until the next regular Council meeting, at which time cost figures should be
available.

Further Discussion: Mayor Heitman stated that this leaves him in an
unfortunate situation. He was injured on City business, was assured by City
Staff that he was covered by City insurance plan and proceeded to seek medical
attention at a facility not approved by his personal insurance company. Mayor
Heitman continued in saying that now the medical bills are coming in; he is,
in fact, not covered by City insurance plan; a workers' compensation plan for
councilmembers and City volunteers would cost the City $300/year and the
insurance company is willing to make it retroactive to cover his recent
accident. Mayor Heitman added that he will live with Council's decision.

Mr. Schnelle stated that the resolution can be amended to authorize coverage
for councilmembers only and coverage for commission members and City
volunteers can be discussed at another Council meeting.

Councilmember Cox stated that 4 days prior to Mayor Heitman accompanying City
Accountant Haapala to New York for a City bond rating upgrade, he informed Mr.
Schnelle that he was opposed to any member of Council attending the meeting
with Moody's; the Council motion approved of one City person attending the
meeting, not two. Councilmember Cox stated that there were comments last year
regarding Council acting improperly and he doesn't want to be a part of it.

Councilmember Sorteberg stated that he is in favor of councilmembers being
February 27, 1985
