read, it was read and he has not seen anything to the contrary in this City. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to amend <br />Councilmember Reimann's motion to include that the Charter Commission also <br />review the following and report back to Council within 60 days: <br /> <br />Precinct Liaison and Meetings. Precinct liaisons allow for one <br />person to misrepresent City Council; past history shows that <br />there is poor attendance at precinct liaison meetings; 'Citizen <br />Input' accomplishes the intent of precinct liaison; advertisement <br />and promotion of precinct liaison meetings is a waste of tax dollars. <br /> <br />Chapter 8, as it relates to and conflicts with new commercial and <br />industrial development in the community in comparison with State <br />Statute Chapter 429. <br /> <br />Further Discussion: Mayor Heitman stated that Councilmember Cox should attend <br />the Charter Commission meeting to better present his concerns. Councilmember <br />Cox stated that he is unable to attend Charter meeting of February 28, 1985 <br />but is willing to meet with the Charter Commission at some other point during <br />this 60 day period. <br /> <br />Amendment carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Motion carried. Voting No: None. <br /> <br />Council unanimously consented to dispense with the reading of the resolutions <br />to identify benefited property owners. <br /> <br />Councilmember Sorteberg pointed out that the citizens do have the right to <br />submit petitions opposing these sealcoating projects and Council had better be <br />sure the areas are in need of sealcoating; partticularly Project 9's 85-9, 85- <br />10, 85-11 and 85-12. <br /> <br />City Engineer Raatikka stated that general State policy is to sealcoat every <br />5-6 years and snowfall interrupted an actual on-site inspection of some of the <br />areas proposed. City Engineer stated that because of Charter time frames, <br />proceedings had to be initiated at this time in order to accomplish <br />sealcoating during the upcoming construction season. Mr. Raatikka stated that <br />it is good practice to sealcoat every 5-6 years, regardless of the amount of <br />traffic, in order to prevent the blacktop from drying out. Mr. Raatikka <br />stated that the proposed sealcoating areas can be inspected prior to the <br />public hearing and any areas not requiring sealcoating can be deleted. <br /> <br />~tion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />adopt Resolution 985-34 which identifies benefiting property owners of Jaspar <br />Street area (Project 985-4).
