Councilmember Zimmerman stated that he wants to make sure that the costs the City charges the <br />contractor is higher than what they could do the work for to encourage them to do the work. <br /> <br />Councihnember Hendriksen stated that he was presuming that the fees would be collected to <br />cover any damage that would not be apparent initially. He did not feel that the fees would be <br />used to cover the case where a contractor does a terrible job and breaks up a driveway and then <br />walks away because they paid their $20.00. <br /> <br />Consensus of the Committee was to direct staff to research the actual cost of replacing driveways <br />both bituminous and concrete and report back to the Committee. <br /> <br />Case #2: Approve Master Trail Plan <br /> <br />Parks/Utilities Supervisor Boos stated that last year the City Council authorized the Park and <br />Recreation Commission to invite requests for proposals (RFP) for trail planning services. The <br />Master Trail Plan, if ordered by the City Council, is intended to be a comprehensive and detailed <br />trail plan, which will also be a valuable tool for grant applications. RFP's for Master Trail <br />Planning Services were mailed directly to four consulting firms, specializing in trail planning and <br />design, as well as in natural resource protection. One of these firms declined to workload <br />concerns, and a fifth firm inquired, but did not submit a proposal. LHB Engineers and <br />Architects, URS Corporation, and SRF Consulting Group, Inc. delivered proposals before the <br />November 6, 2001, submission date. On November 15, 2001, the Park and Recreation <br />Commission discussed the project and directed that staff examines the proposals and contact <br />references. At the Commission's December 2001 meeting, the Commission recommended that <br />LHB Engineers and Architects be selected as the firm to perform the trail planning services. <br />During this same meeting, how to fund the Master Trail Plan was discussed. The Commission <br />requested that City Council authorize an amount not to exceed $55,000. The services would be <br />fimded fi'om the trail fees collected to date and those to be collected in 2002 Trail fees are <br />deposited in the Park Trust Fund. <br /> <br />Councilmember Kurak stated that she was very pleased that neighborhood meetings are included <br />in the proposals. <br /> <br />Parks/Utilities Supervisor Boos noted that it was important to point out that the public <br />participation portion would be used as an in-kind match for the greenways grant application as <br />well. <br /> <br />Councilmember Kurak inquired if the $55,000 was currently in a fund to pay for the plan and <br />how did LHB expect to be paid. <br /> <br />Parks/Utilities Supervisor Boos explained that currently in the Trail fees fund there is $28,000, <br />but staff anticipates to have several lots platted in 2002, from which they will collect trail fees. <br />As to how LHB expects to be paid, they can establish that as part of the contract. <br /> <br />Finance Committee/January 22, 2002 <br /> Page 3 of 9 <br /> <br /> <br />
