Motion by Councilmember Anderson, seconded by Mayor Gamec, to recommend that the City <br />Council authorize staff to enter into a contract with LHB Engineers and Architects for Master <br />Trail Plan services, at a not to exceed cost of $55,000 with the funding provided from trail fees. <br /> <br />Further discussion: Councilmember Zimmerman inquired if there are not enough lots platted in <br />2002 to meet the $55,000 cost, where would the funds come from. Parks/Utilities Supervisor <br />Boos replied that the contract could be written so that the work will not exceed the amount of <br />funds available. Councilmember Zimmerman inquired if that was part of the motion. <br />Councilmember Anderson stated that she did not think that was an issue. Councilmember <br />Hendriksen inquired if the master trail plan would include a link with the county trail along Trott <br />Brook. Parks/Utilities Supervisor Boos replied yes. Councilmember Hendriksen inquired if the <br />trail along Trott Brook is a county trail. Parks/Utilities Supervisor Boos replied no. <br />Councihnember Hendriksen inquired if other cities are receiving funding assistance for regional <br />trails. Parks/Utilities Supervisor Boos replied yes. Councilmember Hendriksen inquired as to <br />why the City would fund the entire cost for the master trail plan for Ramsey if other cities are <br />getting assistance. Parks/Utilities Supervisor Boos replied that he did not believe that those <br />cities were receiving planning assistance, but he did not think it wouId be unreasonable to ask for <br />a match fi'om Anoka County. Councilmember Hendriksen stated that he would vote in favor of <br />the motion even though his initial inclination would be to vote against the $20,000 that is <br />unidentified. Councilmember Zimmerman noted that some of the grants that are coming out now <br />the City has to spend $500,000 to receive $100,000 and simply accepting the grants does not <br />reflect the true balance of the funding. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to address Cases #4 and #5 prior <br />to Case #3. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: <br /> <br />Authorize Play Equipment Replacement for River's Bend Park <br /> <br />Action was tabled to the regular City Council meeting. <br /> <br />Case #4: Greenways Application <br /> <br />Parks/Utilities Supervisor Boos stated that the purpose of the case was to request Finance <br />Committee support for a cooperative Metro Greenways Planning Grant with the Anoka <br />Conservation District (ACD). The Greenways grant is an opportunity to take advantage of DNR <br />monies and ACD resources to accomplish existing goals within the City's 2002 work plan. <br />Specifically, those would be improving the City's digitized information on natural resources <br /> <br />Finance Committee/January 22, 2002 <br /> Page 4 of 9 <br /> <br /> <br />
