within the City and their locations. This would include wetlands, tree and plant cover types and <br />soil hydrology - all in a standardized GIS format. The City would also receive another license <br />for ArcView software to utilize this information and integrate it into planning efforts and <br />development reviews. The majority of Ramsey's match would be staff time associated with the <br />public input process within the proposed Master Trail Plan. The results of the natural resource <br />inventory could be used for open space planning in addition to engineering and community <br />development purposes. The deadline for the submission of the application is January 25, 2002. <br />Ramsey's commitment is $9,600 of the proposed Master Trail Plan, $3,000 of in-kind staff hours <br />associated with the project, and $500 to purchase ArcView 8.1. <br /> <br />Councilmember Kurak inquired as to the dollar amount of grant the City would be applying for. <br /> <br />Parks/Utilities Supervisor Boos replied $35,000. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to recommend that <br />the City Council approve the Greenways Application contingent upon Ramsey proceeding with a <br />Master Trail Plan, and application approval by the ACD Board of Directors. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: Approve Elmcrest Park's Concept Plan <br /> <br />Parks/Utilities Supervisor Boos stated that on June 20, 2001, the Park and Recreation <br />Commission concluded the Steering Committee's work on Elmcrest Park's concept plan by <br />approving the park map. The plan represents the first phase of the park's development. The <br />timing of the park development was intended to take advantage of the $100,000 Minnesota <br />Amateur Sports Commission and Minnesota Children Families and Learning Department Grant <br />and to meet RYAA needs. With the acceptance of the $100,000 in State monies, the Park <br />Commission and City Council designated an additional $262,000 in Parks Capital Improvement <br />dollars. A draft first phase budget was developed, which included a request to obtain bids for the <br />earthwork at the site. Action on the matte was tabled twice and in July 2001, Council directed <br />staff to work on the T.H. #47 access and get a determination on when the grant might "sunset". <br />The Minnesota Department of Children, Families, and Learning reports that paid expenditures <br />consistent with the grant must take place before June 30, 2002, to be eligible for reimbursement <br />by the State. As for the T.H. #47 access issue, staff was finally able to conduct a meeting with <br />the landowners on January 3, 2002, who recently completed their move to the residence. The <br />meeting was productive and opportunities to acquire an access are being explored. As indicated, <br />a fairly tight timeline for ordering and completing the various activities prior to June 30, 2002, <br />exists. The first five items below are a priority in terms of establishing turf on the site for future <br />soccer use and accessing the interior of the park: <br /> <br />1. Grading $80,000 <br />2.
