This total, along with in-kind contributions and possibly acquisition costs <br />associated with the T.H. #47 access, should reflect the $400,000 investment that the City will <br />need to demonstrate in order to receive the $!00,000 reimbursement from the State. Staff was <br />not requesting Capital Improvement Plan expenditures in excess of the $262,000 designated as <br />part of the 2001 CIP work plan. Similarly, organized play on the soccer fields would not be <br />allowed until the T.H. #47 access matter is resolved. <br /> <br />Councilmember Hendriksen stated that when the City had previously discussed the option of <br />"design build" for QCTV they were advised that that could not be done, was that the same for the <br />City. <br /> <br />City Administrator Norman replied that the Police Department was constructed under a "design <br />build" process. <br /> <br />Councilmember Hendriksen inquired if staff was confident that they would not be violating any <br />bidding processes. <br /> <br />City Administrator Norman replied that he was confident that the City could complete a "design <br />build" process. <br /> <br />Councilmember Hendriksen inquired if it was going to be possible to achieve the June 30, 2002 <br />deadline. <br /> <br />Parks/Utilities Supervisor Boos replied that he felt it would be possible to complete the first five <br />items with a strict timeline. <br /> <br />Councihnember Kurak commended the Park Commission for doing such a good job as well as <br />the citizen support. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to recommend that <br />the City Council approve the concept plan for Elmcrest Park and authorize staff to proceed with <br />the prioritized park improvements in order to receive the $100,000 in State reimbursements at a <br />not to exceed cost of $362,000. <br /> <br />Finance Committee/January 22, 2002 <br /> Page 6 of 9 <br /> <br /> <br />
